- The Naval Air Warfare Center, Aircraft Division Lakehurst issued a sole source purchase order to ABB, Inc., of Norwalk, CT to repair and recommission the Static VAR Compensator (SVC), installed at the Naval Air Engineering Station, Lakehurst, NJ. ABB previously designed, fabricated, and installed the SVC in support of the Electro-magnetic Aircraft Launch System test site. The unique installation required specialized hardware and ABB is the only source that has the specialized knowledge and technical expertise to safely service and repair the system. Because the extent and duration of the work required to complete the repair cannot be accurately estimated in advance, costs cannot be projected with any reasonable degree of certainty. Therefore, to avoid over-inflated firm-fixed prices, the repair is to be accomplished under a Time and Material order.
