- The United States Department of Agriculture (USDA), Food Safety Inspection Service (FSIS) intends to negotiate solely with American Association for Laboratory Accreditation (A2LA), located at 5301 Buckeystown Pike Suite 350, Frederick, MD 21704-8373, for laboratory accreditation services performed at three FSIS Field Service Laboratories (FSL) which are located in Athens, GA; St. Louis, MO; and Alameda, CA. As well as; a forth lab; the FSIS Food Emergency Response Network (FERN) laboratory, which is co-located at Athens, GA. These laboratories conduct analyses to determine the presence of pathogenic organisms, veterinary drug residues, environmental contaminants, microbial toxins and food ingredients. Approximately 45,000 chemistry samples, 100,000 microbiology samples, and 6,700 pathology samples are analyzed annually. The scope of this effort is to conduct an audit/assessment of each FSIS laboratory to determine that each facility is performing biological and chemical scope analyses and support activities in accordance with the most current version of International Organization for Standardization and the International Electrotechnical Commission Standard 17025 (ISO/IEC 17025) and AOAC International’s publication, “Guidelines for Laboratories Performing Food Microbiological and Chemical Analyses of Food and Pharmaceuticals Testing” written by the Analytical Laboratory Accreditation Criteria Committee. This publication is hereby referred to as ALACC. The laboratory shall be audited against their quality management system policies and procedures currently in place. A2LA is the only known accreditation body identified from the current signatories of the International Laboratory Accreditation Corporation (ILAC) Mutual Recognition Arrangement to have incorporated both the ISO/IEC 17025 and ALACC criteria into their program requirements for accreditation purposes. This procurement will be conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Authority: 41 U.S.C. 253(c)(1). The period of performance will be for a 12 month base period plus three (3) additional 12 month option periods. This procurement is being conducted as a Commercial Item acquisition under FAR Part 12. This is not a request for quotations or an announcement of a forthcoming solicitation. Request for copies of this solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. All interested parties must respond within fifteen (15) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating your firms capability to provide the required services. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement FSIS-271708. If after July 21, 2009, no viable responses have been received in response to this announcement, USDA/FSIS shall negotiate solely with American Association for Laboratory Accreditation (A2LA).
