RFP 486-09-026 Solicitation SF-1442 RFP 486-09-026 USAID New Office Space - Major Works - Interior Design Letter Subject: USAID New Office Space – Major Works-Interior Design (ID) RFP Number: 486-09-026 Issue Date:July 7, 2009 Closing Date:August 6, 2009 4:00 p.m. Bangkok Time The United States Government, represented by the U.S. Agency for International Development, Regional Development Mission Asia (USAID/RDMA), Bangkok, Thailand is seeking proposals from qualified organizations interested in providing the construction services as set forth in the attached documents. Due to the nature of the work, all firms submitting proposals must be fully registered with the Government of Thailand to provide the required services prior to the closing date. All firms submitting proposals must comply with Thai labor laws and practices, as well as providing proof of citizenship and work permits for non-Thai workers. All workers assigned to a contract awarded pursuant to this solicitation will be required to submit to a Royal Thai Police background check to ascertain suitability to work on this project. USAID/RDMA anticipates one award under this solicitation. Please note that the U.S. Government may award this contract without discussions and as such initial proposals should represent the best possible and most competitive terms available. The closing date and time, as well as other aspects of the RFP may be modified. All modifications to this RFP will be placed on the Government Point of Entry (GPE) which is at http://www.fbo.gov. Any amendments to this solicitation will be issued and posted through the GPE. While USAID/RDMA intends to place this RFP and the amendments on the USAID/RDMA Mission website, it is the GPE that is the official website for the RFP and all amendments. Any amendments will be mailed to all firms requesting copies of the RFP. USAID/RDMA is pursuing the accreditation of the commercial office space we are outfitting under the U.S. Green Building Council’s (USGBC) program entitled, Leadership in Energy and Environmental Design (LEED) Green Building Rating System, found at http://www.usgbc.org/leed. The RFP contains an addendum that addresses the processes and documents that are required of the contractor to meet the requirements. To these ends, the specifications contained in this document will be modified to incorporate LEED requirements. USAID/RDMA expects to modify the RFP in mid-July to incorporate the LEED specifications. The due date for the submittal of proposals will be extended at this time to provide offerors ample time to review the changes, formulate any questions, and submit a proposal. The purpose of releasing this document prior to finalizing the LEED specifications is to allow firms to prepare and acquaint themselves with the requirements of LEED. Additionally, USAID/RDMA is in the final stages of negotiating the Athenee Tower lease and their “Fit Out Guide” that is included in the “List of Specifications and Drawings” will be updated in a modification to the RFP. It is anticipated that the changes to the Fit Out Guide will be completed in early July and will be issued at the same time that the changes to the specifications required of the LEED program are issued. Any firm wishing to visit the site prior to submitting a proposal for the work must contact the below listed Contracting Officer. Due to time constraints, all offerors who are selected for negotiations should be prepared to meet with USAID/RDMA within two calendar days after notification of a request for negotiations by USAID/RDMA. Currently, it is anticipated that this will occur approximately 14 calendar days after the closing date listed above. After negotiations, firms will be expected to submit their best and final offer within approximately 4 calendar days. The selected firm will be expected to mobilize and begin work within 10 calendar days after notification of award and being issued a notice to proceed by the Contracting Officer. During this 10 day period, all required bonds and insurance must be obtained and submitted to the Contracting Officer and other designated individuals. Drawings, Documentation for Tender, Issue 1, Joinery Detail, 17 June 2009 The selected contractor will be required to comply with the Athenee Tower “Fit Out Guide” which is included and made a part of this solicitation and any resultant contract. All costs associated with meeting the requirements of the Athenee Tower “Fit Out Guide” are to be borne by the selected contractor and will not be the basis for a separate claim for reimbursement under any resultant contract. If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of the RFP at the designated place and time indicated. Any proposal not received in the designated office listed below by the closing time and date will be handled in accordance with FAR 52.215-1. Offerors must comply with Section L – Instructions to Offerors and Section M – Evaluation Factors for Award. Offerors shall complete Section K – Representations, Certifications and Acknowledgements. Section B through I of the solicitation will become the contract with blanks to be completed by the Contracting Officer. The proposal shall be prepared in two separate parts: The Technical Proposal shall address technical aspects only while the Business/Price Proposal and Bill of Quantities shall present the prices and address related issues such as responsibility. Proposals must be signed by an official who is authorized to bind the organization. Offerors shall submit one (1) original signed copy and three (3) copies of the Technical and the Price/Business proposal in a sealed envelope which clearly indicates that it is in response to this RFP. QUESTIONS Potential offerors may submit questions concerning this solicitation in writing to Mr. Craig Riegler, Regional Contracting Officer and Kornpreeya Paoluglam, Procurement Specialist, either by fax at (66-2-263-7498) or e-mail (e-mail is preferred) at criegler@usaid.gov and kpaoluglam@usaid.gov. The deadline for receipt of questions or requests for clarifications is no later than 4:00pm (Bangkok time), July 21, 2009. No questions will be answered after this deadline. Oral instructions or explanations WILL NOT be given before the award. Questions must be in writing and all answers to questions will be contained in formal amendments. Please do not contact the USAID retain A&E firm or USAID/RDMA staff directly, since all communication must be through the Contracting Officer and in writing. Issuance of this solicitation does not in anyway obligate the U.S. Government to award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal. Furthermore, the U.S. Government reserves the right to reject any and all offers, if such action is considered to be in the best interests of the U.S. Government.
