- SYNOPSIS / PRESOLICITATION NOTICE PROJECT TITLE: NEXRAD WSR-88D Radar Antenna Servo-amp for the National Weather Service - Radar Operations Center (ROC) at the selected contractor facility. LOCATION OF WORK: Individual Contractor Facilities NAICS CODE: 334419, Other Electronic Component Manufacturing, Small Business Size Standards in number of employees is 500. SET-ASIDE STATUS: The multiple awards are restricted to small businesses. All responsible small businesses may submit a proposal which will be considered. Proposals from large business will not be considered. DESCRIPTION: NEXRAD (Next-Generation Weather Radar) is a network of 167 high-resolution Doppler weather radars operated by the National Weather Service (NWS), Federal Aviation Administration (FAA) and U. S. Air Force (USAF) seeks a qualified contractors to redesign and manufacture a new DC Servo-amplifier used in the WSR-88D Antenna Positioning System that is a form, fit, function, replacement of the legacy servo-amplifier and compatible with the existing servo motor and servo choke. Each servoamplifier is interchangeable between axis (Azimuth and Elevation) and shall be designed to accommodate this function. The contractors shall provide all performance requirements associated with this procurement. The primary reason for this redesign effort is to avoid component obsolescence issues and eliminate failures associated with the current design. TENTATIVE SOLICITATION ISSUE DATE: 08/07/2009 TENTATIVE PROPOSAL DUE DATE: 08/21/2009 ANTICIPATED AWARD DATE: 09/18/2009 PERIOD OF PERFORMANCE: Base Award CLIN 0001 - Design & Proto-type 03/15/2010 Option 1 CLIN 1001 - Manufacture 28/ Low-Rate Initial Production (LRIP) Units 01/15/2011 Option 2 CLIN 2001 - Additional 200 units 06/15/2011 Option 3 CLIN 3001 - Additional 200 units 12/15/2011 AWARD INFORMATION: DOC/NOAA anticipates multiple awards to two (2) contractors to redesign, and manufacture 2 -"First Articles"- Low Rate Initial Production (LRIP) units which reflect the acceptable design proposal approach described under 0001 followed by two possible options of additional units in accordance with the following schedule: Multiple Awards (Two Awardees): CLINS/OPTIONS 0001/Base Award Design Proposal - to include the price for 2 first articles and the price for 28 LRIP units /Manufacture two prototypes - "First Articles" - after written design proposal is accepted by the Government. Single Award: 1001/Option 1 Manufacture 28 /Low-Rate Initial Production (LRIP) Units which reflect the acceptable design proposal approach. 2001/Option 2 Additional 200 units within the first two years 3001/Option 3 Additional 200 units within second two years Note the following information: The design proposal will include the price for 2 first articles and the price for 28 LRIP units. In addition to meeting the performance requirements of the current Servo-Amp design provided in Appendix B, the Government design objective includes reducing life-cycle costs through improved reliability and ease of maintainability. Based on the merits of the proposed designs, a maximum of two vendors shall submit two "First Article" Servo-amp units each, for testing. Each Servo-amp unit shall be bench tested by the offeror prior to delivery to the Government, and will undergo a performance test and evaluation to be conducted by the Government at the Radar Operations Center following delivery. Based on the performance of these first article units, the Government may request, and/or the offerors may propose, changes to submitted design(s). If any design changes (to 1 or more designs) are approved by the Government, both awardees will be given the opportunity to submit a revised pricing proposal for Option 1, Option 2 and Option 3. In all cases, the Government will make the decision whether the potential benefit of a particular design modification warrants the change. Depending upon the extent of accepted design changes, the Government will unilaterally decide which tests must be repeated to validate the predicted performance improvement. The vendors will be paid for CLIN001 when the first articles are delivered and accepted by the Government.
