- Description
- Contractor is to provide all labor, materials, services, oversight and direction to complete the repairs and enhancements to existing Liberator Street, from the intersections of North Perimeter Rd to 1st Avenue, to include the widening of major intersections (North Perimeter Rd, Red Fir Ave, Aardvark Ave, Phantom St, and Gunfighter Ave) for commercial traffic turning radii. This is to be a full replacement, including new sub-base, base, and asphalt throughout. Utilities within the intersections to be widened will need to be relocated (main Idaho Power transmission/distribution lines are impacted at Aardvark and Phantom). Existing roadway width will be maintained except for said major intersections. Installation of conduits for future utility crossings on Liberator St will also be included. The solicitation will result in a firm fixed-priced contract. The North American Industry System code is 237310. This acquisition is a competitive 8(a) set-aside. All bidders require 8(a) certification and verification, all others will be deemed non responsive. There is a geographic restriction limited to firms located within Region 10 (the states, Idaho, Washington, Oregon, and Alaska). SBA Requirement Number: 1087-09-906484. Joint Venture Agreements - Joint Ventures are allowable on competitive 8(a) set-asides and must be received by SBA prior to bids due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes can be made only when your BDS has adequate time for a thorough review before the bids due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF BIDS, NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. The Government reserves the right to cancel this solicitation, either before or after the closing date. All bids must be received by SSgt Carlos Sanders at the 366 Contracting Squadron, 366 Gunfighter Ave Bldg, 512 Suite 498, Mountain Home AFB, ID 83648-5258. This announcement constitutes only the pre-solicitation notice. A formal Invitation for Bids (IFB) will be issued on or about 24 July 2009 via Fed Biz Opps. Bids must be valid until 30 September 2009. Any prospective contractor must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) in order to be eligible for award. Registration requires a DUNS number and may take up to four weeks to process. Recommend registering immediately in order to be eligible for timely award.
