NOTICE (A): The following announcement is made as an addendum to the Pre-Solicitation Notice N66001-09-R-0013 posted to FedBizOpps.gov on 11 March2009. NOTICE (B): This solicitation was posted to the SPAWAR E-Commerce websiteat https://e-commerce.spawar.navy.mil/ on 6 July 2009. ANNOUCEMENT: The Space and Naval Warfare Systems Center Pacific (SPAWARSSC Pacific) will be hosting an Industry Day to review the technical andcontractual requirements of solicitation N66001-09-R-0013 on 29 July 2009from 8:00 AM to 12:00 PM at 53560 Hull Street, San Diego, CA 92152-5001.This meeting is being provided as a courtesy for potential offerors under thissolicitation- especially those new to doing business with the federalgovernment. Individuals planning to attend should fax a Visit Request to the SPAWAR SSCPacific Commanding Officer IAW the 'Visit Request Procedures' attached in thesolicitation folder on the SPAWAR E-Commerce Central (E-CC) website athttps://e-commerce.spawar.navy.mil. Questions concerning Industry Day should be directed to Mr. Spencer Sessionsat spencer.sessions@navy.mil *** ORIGINAL DESCRIPTION: The Space and Naval Warfare Systems Center Pacific(SPAWARSYSCEN Pacific) intends to issue Request for Proposal (RFP) No.N66001-09-R-0013 for technical support to federal, state, and localGovernment agencies engaged in a wide range of Command, Control,Communications, Computers and Intelligence (C4I) activities primarily tosupport communications interoperability technical assistance to public safetyjurisdictions, including law enforcement, fire protection, medical emergencyservices, and others that would be involved in preventing or responding to awide variety of threats to public safety. The technical requirements of theRFPapply to a broad spectrum of existing and emerging technologies, methods,processes and operations. SPAWARSYCEN Pacific anticipates a single-award,Indefinite-Delivery, Indefinite-Quantity type contract with acost-plus-fixed-feepricing arrangement. The estimated level of effort is 257,500 hours for theplanned period of performance that will consist of a three (3) year base periodand one (1) two-year option. This procurement is 100% set-aside for smallbusiness. The North American Industry Classification (NAICS) Code is 541330Engineering Services and the small business size standard is $27 million. Allresponsible small business sources may submit a proposal that shall beconsidered by the Government. The solicitation will only be availableelectronically on the Space and Naval Warfare Systems Command E-CommerceWeb Page at <https://e-commerce.spawar.navy.mil> under SPAWARSYSCENPacific - "Open Solicitations." Any amendments, when issued, will also beavailable only on this web site. Hard copy versions of the RFP and anysubsequent amendments will not be available.
