Description
NASA Dryden Flight Research Center (NASA/DFRC) has a requirement to procure anupgrade service for two F100-PW-229- aircraft engines to comply with multiple TimeCompliance technical Orders (TCTOs) that have accumualted over the years.NASA/DFRC intends to procure this service from GE Pratt & Whitney pursuant to 10 U.S.C.2304(c)(1) and FAR 6.302-1A market survey was conducted with two potential sources being able to perform thisupgrade, Pratt & Whitmey and the USAF at Tinker AFB. The U.S. Air Force was determinednot capable of meeting the project schedule based on their on going efforts to supportthe war efforts of the United States. This leaves Pratt & Whitney as the only responsiblesource of this upgrade service. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:00PM (PST) on 21July 2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Written communications are acceptable in response to this notice, preferably via email.No telephone calls will be accepted in response to this notice. An Ombudsman has been appointed.
