- Seeking HUB Zone Firms. THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912C6-T-09-HVAC. The NAICS code for this proposed acquisition is 238220. This is a firm fixed priced requirement and is proposed for a base year and four option years. The requirement is for performance-based services with incidental construction. The magnitude of this requirement is between $5,000,000 and $10,000,000. The government will use responses to this Sources Sought Synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain personnel, equipment, tools, materials, supervision, other items and non-personal services necessary to perform Heating, Ventilation, & Air Condition (HVAC) Emergent Service Call Support and Repair for the Department of Army Reserves in nine (9) states in the United States. The nine states are Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, and Tennessee. The contractor will be required to provide prompt services on as needed basis in an expeditious and efficient manner within the FIRM-FIXED PRICE. The contractor will be required to 1) To provide a single point of contact for all service calls by phone - twenty-four (24) hours a day, seven (7) days a week (including weekends and holidays); To provide an assessment of a reported non-operational HVAC system within 24 hours; and 3) To repair non-operational HVAC systems. The total of all repairs including the service call, parts and labor is limited to a maximum of $25,000 USD per service call. Systems repair shall meet all American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. standards and the following list of Unified Facility Guide Specifications (UFGS) for the type system under repair. UFGS requirements may be located at http://www.wbdg.org/ccb/DOD/UFGS/UFGS%20COMPLETE.pdf). Repair is classified in two groups; Minor HVAC System Repairs and Major HVAC System Repairs. Repairs for HVAC systems shall be designated as MINOR repair if the total value of the repair (which includes the service call) is $1,150 or less. For repairs identified as minor repairs, the vendor will include a written non-prorated warranty from the vendor on all parts (utilizing the manufacturers warranty first), labor, and workmanship for a period of one year from date of repair. When estimated repair for HVAC system(s) is between the value of $1,151 and $25,000, the repairs shall be designated as MAJOR repair. Repairs under this provision will receive a written non-prorated warranty from the vendor for all parts (utilizing the manufacturers warranty first), labor, and workmanship for a period of one (1) year and five (5) years for parts over $1,200.00 from date of repair completion. The Army Reserve Contracting Center (ARCC) South solicits a capability statement from all qualified and certified HUBZONE companies only. The Contractor shall meet all HVAC licensing and qualification requirement. All interested companies meeting our stated small business criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone and fax numbers, email address. 2) Identification of the company as a Small Business with proper certification (NAICS code) 238220 business size standard is not to exceed $14.0 million 3) Past history showing similar work with in the past three (3) years 4) List of existing teaming agreements in place with other businesses. IMPORTANT: Responses must be limited to no more than 10 pages. Submission of Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist ARCC-South in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and for planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. Respondents WILL NOT BE notified of the results of the evaluations. Statements that do not meet all requirements or not submitted within the allotted time will not be considered.
