- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this acquisition is 541511. The reference number for this Request for Quote (RFQ) is 88G69096AS02. The National Geospatial Intelligence-Agency has a requirement for software maintenance agreements as outlined below. NGA plans to issue a sole source, firm fixed price Purchase Order to: Science Applications International Corporation (SAIC), 10260 Campus Point Drive, San Diego, CA 92121-1578. The Purchase Order will be issued under FAR Parts 12 and 13. STATUTORY AUTHORITY: The proposed contract action may be awarded without full and open competition under 10 U.S.C. 2304(c)(1) as implemented in FAR 6.302-1. SAIC has proprietary rights to the software code for the GeoRover products associated with this requirement and is the only known source that can provide this maintenance support. No other vendor or distributor can legally obtain access to the software and no other vendor can make duplicate copies since it is protected by copyright and patent laws. The requirement is for BRAND NAME GEOROVER SOFTWARE MAINTENANCE AGREEMENTS as listed below: 1) Quantity of 399, GeoRover RPF Tools Maintenance Agreements, part number RPFM01. The period of performance (PoP) for specific quantities of licenses is as follows: Quantity PoP____________ 343 06/25/2009 – 03/31/2010 51 08/30/2009 – 03/31/2010 3 09/04/2009 – 03/31/2010 2 09/12/2009 – 03/31/2010 2) Quantity of 292, GeoRover Locus Track Maintenance Agreements, part number LTKM01. All of the products referenced in this posting are proprietary products of Science Applications International Corporation (SAIC). SAIC is the sole producer of GeoRover software and annual maintenance. Due to the fact that this software is already integrated into the NGA enterprise it would be extremely costly to switch to a new type of software. Personnel would have to be trained to use the new software and NGA would suffer unacceptable production delays due to the implementation of the software. The GeoRover software suite is the only software that fulfills the form, fit, and function requirements of the NGA at this time. Vendors that respond to this solicitation must be authorized resellers of SAIC. Vendor shall quote all or none of the listed items. Delivery is FOB Destination. Delivery will be made to the following location: (1) NGA, Attn: Covert Beach MS N-024, 1200 First Street SE, Washington, DC 20303-0001. Total cost shall include any shipping and handling. The Government reserves the right to cancel this solicitation, with no obligation to the vendor by the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33.
