Description
RECOVERY ACTION. This action is Revision No 2 to Work Authorization RA-09-01 issued under Management & Operating (M&O) Contract number DE-AC52-06NA25946 which is funded by the American Recovery and Rehabilitation Act (ARRA) dollars. This revision clarifies and incorporates the efforts required to support the ARRA work scope being performed by the NNSA/NSO Environmental Services Contractor. The ARRA objectives for the Environmental Management effort on the Nevada Test Site (NTS) includes assessing the degree of contamination of support facilities, soils, and groundwater resulting from the historic nuclear weapons testing program; and performing corrective actions required by federal and state regulations. The goal is to implement appropriate corrective actions and establish institutional controls to ensure the protection of human health and the environment. Justification for Non-Fixed Price Type of Contract for WA* (added to description in FedBizOpps): Rationale for using other than a fixed price and/or competitive award: Contract Clause DEAR 970.5243.1, Changes (DEC 2000), of the contract authorizes the Contracting Officer to make changes within the general scope of the M&O contract. The work scope considered for acceleration as a result of the receipt of the ARRA funds is clearly within the scope of the contract. The prospects for performing the ARRA scope of work under a firm fixed-price (FFP) contract were evaluated prior to issuance of the modification. The work contemplated is highly complex and many variables exist that do not lend themselves to the use of a fixed-price contract (FAR16.601(c)). NNSA/NSO has communicated to the M&O contractor that FFP subcontracts shall be utilized to the maximum extent possible in accomplishing the specific tasks executed with ARRA funds.
