Description
The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Announcement for Indefinite Delivery Contract M-902 for General Architect Engineering services, primarily within West Point, New York and other Corps of Engineers locations within NAD/MSC Boundaries, to determine if there is an adequate number of interested and qualified SBA certified 8(a) firms serviced by SBA New Jersey or New York district offices, HUB Zone, or Service-Disabled Veteran Owned Small Business firms having the capability and bonding capacity for the following A-E services which may include but not be limited to the following: Engineering and Design Geotechnical Reports & Investigation Pre-Design Site Assessments Value Engineering Topographic Surveys Wetlands Delineation and Mitigation Preparation of Permits and Obtain Permits: Soil Erosion Control, NJDEP C1 Flood Control Preparation of Concept Designs, Final Designs, and Site Plans Design Charrettes Parametric Designs Technical Specifications Cost Estimating using M-CACES Building Information Modeling (BIM) Sustainable Design/LEED Development of Design Criteria for Design Build Contracts Seismic Design and Analysis Construction phase services, including but limited to shop drawing review, design during construction, commissioning, site visits, preparation of construction documents, etc. could be included as options on Task Orders. Examples of new buildings and structures includes: academic facilities, academic labs, vehicle maintenance facilities, sport facilities, administrative facilities, ranges, training facilities, pavements/hardstands, barracks/dorms, and dining facilities. Examples of potential repair or renovation project include: Whole building renovation; repairs or replacement of architectural elements; building seismic upgrades; repair or replacement of mechanical, electrical or fire protection/detection systems: asbestos and lead abatement services related to building renovation or demolition; renovation of historic structures; and academic facilities. Projects designed under this contract may require team members to obtain security clearance as well as having physical security measures in place before firm can do the work. Security clearances are not required at the time of selection or award of contract. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. If qualified firms do not respond to this Sources Sought Announcement the project may be acquired under full and open competition. This project is planned for advertisement in August 2009 with award scheduled in January 2009. The length of the indefinite Delivery Contract (IDC) is a maximum of 60 months and will not include optional time periods. The total capacity of the contract will not exceed $12,000,000(EFARS 36.601-3-90(b)). Task Orders will be issued by negotiated firm-fixed-price task orders and will be issued under the terms and conditions of this IDC contract. The government shall be under no obligation to issue any particular number or types of orders and no liability to the contractor shall be incurred in the event that a certain number or types of orders are not issued; however, the government guarantees a minimum ordering obligation as $35,000 for the basic contract. (NOTE: This is a minimum ordering obligation; NOT a minimum payment. Contractor shall only be entitled to breach of contract damages, i.e., anticipated profit for an order of this amount and provable standby costs in the event that the Government does not issue orders for the value of the minimum-ordering guarantee.) All interested businesses should respond to this office in writing by mail or fax by 24 July 2009, 2:00pm EST. Responses should include: (1) Identification and verification of the company as an SBA certified 8(a)firm by SBA New Jersey or New York district offices, HUB Zone or Service-Disabled Veteran Owned Small Business; (2) CAGE Code and DUNS Number; (3) Past Project Experience (4) Firm Capacity; (5) Capability of obtaining performance and payment bonds for a project in the dollar amount (price) range listed above; and (6) Capability of firm to complete the type of work relevant to project scope effort identified above. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only.
