- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER SMALL BUSINESS. On or about 22 July 2009, this office will issue Commercial Item Supply Contract, MODERNIZE GENERATOR AND TRANSFORMER PROTECTIVE RELAYING, Gavins Point Power Plant. The solicitation will close on or about 28 August 2009. This solicitation is OPEN TO SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the existing relay systems should contact Michael Welch; Gavins Point Project, U.S. Army Corps of Engineers, Telephone: (402) 667-2510. Visits will only be allowed after issuance of the Contract solicitation o n or about 22 July 2009. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Obtaining Solicitation Documents" below. _______________________________________________________________________________ Project Description: The principal components of the work to be performed include designs of protective relay systems to include materials and fabrication of complete relay panels ready to install for three hydroelectric generators and three GSU transformers located at the Gavins Point Dam near Yankton, SD. Work shall include detailed electrical design, wiring diagrams, relay supply, panel fabrication, relay settings, documentation, testing, support and commissioning services. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 360 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Bidders (Offerors): Please be advised of on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
