- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-33. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 333991 applies to this solicitation, business size standard is 500 employees. The South Dakota Air National Guard intends to issue a firm fixed priced purchase order for delivery of the following items: 5 each - Pneumatic Nutrunner Pulse Tools which meet the following salient characteristics: - required to have pistol grip - equipped with a inch drive quick release adaptor for apex style bits - 6 inches or less in total length from inch drive release adaptor to back of tool to allow for usage in limited access areas. - approximate torque range of 17-28Nm / 13-21FtLb - must offer other comparable tool characteristics equal to or better than the Atlas Copco model EP7XS HR42. If quoting other than the Atlas Copco model EP7XS HR42, offerors are requested to submit technical specifications to demonstrate the item offered meets the Governments requirements. Offerors shall provide the unit price for each tool and total amount, inclusive of shipping costs (FOB Destination) to be delivered FOB Destination to the South Dakota Air National Guard, 1201 West Algonquin St, Sioux Falls, SD 57104-0264. Offer evaluation will be based on technical and on price related factors. Technical factors are approximately equal in weight to price related factors. The offered items best meeting the Governments requirement will be selected. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.211-6 BRAND NAME OR EQUAL; FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34; DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.232-7003.
