Description
Sacramento Catering Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Quotations (RFQ) number CNSHQ09T0003, and incorporates Federal Acquisition Regulation provisions and clauses as amended in FAC 2005-33, effective on June 15, 2009. The anticipated award shall be for a Firm-Fixed Price Blanket Purchase Agreement. The performance period is for one (1) year and four (4) one year Option Periods - if exercised by the Government. Pricing shall remain in effect for the duration of the BPA inclusive of the Base-Period and all Option Periods. This award shall be made via the Lowest Cost Technically Acceptable (LCTA). The applicable North American Industry Classification (NAICS) code is 722320, with a small business size standard of $7.0 Million. CNCS is soliciting quotations for onsite catering services. PLACE OF PERFORMANCE: Events and catering services will be performed at 3427 Laurel Street, Sacramento, California 95652. Services for off-campus events will be instructed by campus POC. Specific number of members to be defined in each anticipated BPA Call Order. NOTE: Special Events to include but not limited to Cook Outs, Induction Ceremony, Awards Ceremony and Graduation. Advance Schedule for Base Period but not limited to: July 20, 2009 - Class 15 Year End. The Corps will be catered for the last four days that they reside on campus from July 23 rd through July 23 rd. On September 1, eight Support Team Leaders will arrive to campus and be catered for two days. The remaining 28 Field Team Leaders will arrive on September 8, 2009. The Team Leaders will begin Team Leader Training (TLT) on 09/09/09 and end on 10/13/09 and catered meals are provided during the training. It is usual that a training day may run long and dinner will be provided or a working lunch may be necessary. On October 14, 284 - 294 Corps Members will arrive to campus. October 15 marks the first day of member training called CTI (Corps Training Institute) and meals will be catered for the first 3 days. On November 13 th (Induction Day) and one day in April (Life After AmeriCorps Conference), the Corps will have a catered lunch. Company's Professional History in relation to Statement of Work •2. Company's Facilities and Staff in relation to Statement of Work Section 2: Company's Technical Qualifications (All below items must be in relation to Statement of Work [t1] ) •1. Company's experience in providing high quality nutritious meals on a consistent basis. •2. Demonstrate expertise in their flexibility to supply as many or as few meals as dictated by the number of AmeriCorps members on campus. •3. Company's Overall Technical Capabilities. The ability to meet technical specifications and possess the ability to deliver on time and within specifications Section 3: Past Performance/References Past Performance/References shall be similar in scope, size, and dollar value of this RFP. Past Performance/References must be submitted for current work being performed or work that has been done within the past two years. Past Performance/References may be from government or private industry clients. At a minimum the following shall be provided for Past Performance/References: A. Program office / technical point of contact B. Telephone number C. Duration of contract D. Targeted Demographic E. Contract Dollar Value/Cost Section 4. Pricing Proposal Pricing must be inclusive of all materials specified in the statement of work. **Offers that are received without addressing the Section information as prescribed above will be deemed non-responsive and will not receive consideration for award. EVALUATION FACTORS FOR AWARD Contractor facility must be within 50 mile radius of the Sacramento campus. Acceptance of Sample menus Reference Checks Overall experience in meeting our requirements. The due date for the receipt of quotations is July 15, 2009 at 2:00pm Eastern Time. ** (2) Any data previously submitted in response to another solicitation will be assumed unavailable to the Contracting Officer; and this data must not be incorporated into the technical offer by reference. (3) Clarity and completeness of the offer are of the utmost importance. The offer must be written in a practical, clear and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. (4) Offers must be legible, double spaced in a type size not smaller than 10 point pitch with a one-inch margin on all sides, on paper not larger than eight and a half by eleven inches and not exceeding the page limits established in this solicitation. Pages in excess of the individual limitations shall not be read, and the offer shall be evaluated as if the excess pages did not exist. Questions submitted after the deadline shall not be answered. STATEMENT OF WORK I. INTRODUCTION AmeriCorps NCCC (National Civilian Community Corps) is a full-time, team-based residential program for men and women age 18-24. Members live on one of five campuses, located in Denver, Colorado; Sacramento, California; Perry Point, Maryland; Vicksburg, MS; and Vinton, Iowa. The mission of AmeriCorps NCCC is to strengthen communities and develop leaders through direct, team-based national and community service. In partnership with nonprofit organizations, state and local agencies, and faith-based and other community organizations, members complete service projects throughout the region they are assigned. II. GOALS The Corporation's goal from this acquisition is to ensure that nutritious meals are available for the AmeriCorps Members serving at the Sacramento campus during start up, training, end of year, special events and other times as needed. These requirements may vary greatly based on construction and other factors. III. RESPONSIBILITIES: AmeriCorps NCCC Southern Region needs a caterer to provide food services for the following: Meal count will vary per day depending on how many teams are on campus but will not exceed 330. In addition to the above, Contractor responsibilities shall include: •· Contractor facility must be within a 50 mile radius of the Sacramento campus. •· Communicate with Contractor Officer Technical Representative (COTR) for specific instruction and work detail specific to event prior to delivery of services •· Provide a variety of different food types (including different ethnic foods, i.e. Hispanic, Asian, Italian, etc.) made fresh daily. •· Provide utensils, napkins, dishes, flatware, plates, cups, napkins, condiments and linens. •· Must be flexible with meal counts and menu changes •· Willing to provide freshly made boxed meals upon request within a 48-hour window •· Accommodate special occasion events •· Accommodate specific nutritional requirements including vegetarian options. Expected 33% of members are vegetarian. Count subject to change per service. •· Feed a maximum of 330 people and smaller numbers at various times throughout the performance period. •· Catering services include set-up, breakdown, and clean-up of catering area. •· Meals to be served buffet style. •· A server will remain onsite during mealtime. •· Server will monitor, maintain a cleanly food area, maintain foods at safe temperatures, and replenish food items as necessary. •· Special occasion events may require set up for outdoor catering including grill/barbecue style buffet and all necessary equipment for outdoor cookouts •· Leftovers to be packaged in storage containers provided by requestor SAMPLE MENU ITEMS PER MEAL BREAKFAST ITEMS Fruit, Cold cereals, Breakfast breads, Yogurt, Coffee and decaf, Milk (2% and fat free), Juice, Bottled waters Waffles w/Toppings, Breakfast meats: Bacon, Sausage, Scrapple, Ham etc Eggs Potatoes Condiments: Butter, Syrup, ketchup, hot sauce Fruit salad Salad bar with toppings BOX LUNCH ITEMS Assorted lunch meats and vegetarian options Assorted whole rolls, breads (wheat, whole grain, white) Assorted chips Whole fruit Assorted cookies Bottled waters LUNCH Occasional cook out is desired Barbecued burgers, boca burgers, Assorted lunch meats Buns, bread (wheat, white, sourdough) Condiments Sides Salad Assorted dessert Waters, non-carbonated beverages DINNER Meat and vegetarian selections Starch Vegetables Salad bar with toppings Rolls and butter Dessert Water, non-carbonated beverage Food preparation, storage, and service shall adhere to safety and health code requirements. Price for each line item in the requirement given above and any discount terms. 6. Delivery timeframe. 7. A completed copy of the representations and certifications at FAR 52.212-3. 8. Prospective contractors must be registered in the Central Contractor Registration database. Information regarding CCR requirements may be obtained at www.ccr.gov, or by calling 1-888-227-2423. 9. The Offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. 10. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt shall not be considered. 11. Award evaluation shall be in accordance with FAR 13.106-2 and shall be based on low priced, technically acceptable offer. Please note: Any vendors holding GSA FSS Schedule contracts must offer prices equivalent to or discounted from the prices offered on their GSA contracts. All responsible sources may submit a quotation, which, if received prior to the expiration of the deadline, shall be considered by this agency. This solicitation will be posted on the Electronic Posting System (EPS) Internet website only. Offers that fail to furnish the required information and representations, or those who reject the terms and conditions of the solicitation may be excluded from consideration.
