- RFP VA-101-09-RP-0213: Clinical Laboratories Training and Competency Assessment The Department of Veterans Affairs Central Office (VACO), Veterans Health Administration (VHA), Washington, DC intends to award a sole source contract to Medical Training Solutions, Seattle Washington for twenty-four (24) months under FAR 6.302. Medical Training Solutions will develop of an online Clinical Laboratories Training and Competency Assessment Module and support services. The contractor will create custom clinical laboratories training, competency assessment and a checklist management system linked to direct observation activities related to competency for use at all VHA sites. The course topics should span the entire scope of laboratory procedures from specimen collection, transport, processing, analysis (Blood Bank, Body Fluids, Coagulation, Chemistry, Hematology, Microbiology, Microscopy, Immunology and Molecular, Point of Care and Laboratory Safety). Courses should be accredited for continuing education credit through the American Society for Clinical Laboratory Science (ASCLS) Professional Acknowledgement for Continuing Education (P.A.C.E) program. The courses should use multimedia to teach theory and demonstrate technique. The modalities may include engaging video, animation, and slides. Target audiences: nursing, medical technologist, and other health care providers. Modules must be designed to be used for initial training for staff and students, continuing education, cross training, reference and remediation, and patient safety training. Administrators must be provided the ability to view and print reports, as well as assign course modules based on user role and responsibility. Interested parties with the capability to provide the required services should submit a capability statement in writing to the Contract Specialist within ten calendar days after initial publication of this notice. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative response is received from another source within ten days, a contract will be negotiated and awarded to Medical Training Solutions. The NAICS code is 621511.
