Description
REQUEST FOR EXPRESSIONS OF INTEREST The United States Department of Veterans Affairs ("VA") under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. 8161 - 8169), is seeking "expressions of interest" from bidders interested in a development opportunity to design, build, operate, and maintain 100 units of affordable housing with all units prioritized for Veterans. Fifty percent of the units must be prioritized for homeless Veterans. At least 50% of the units should be ADA accessible designated single level housing. This project must provide affordable housing with on-site social services at the Perry Point Veterans Medical Center (Perry Point VAMC). VA's goal is to create a safe and secure housing facility on the grounds of the Perry Point VAMC campus. This will be accomplished through a long-term out-lease of a currently underutilized 14 acre parcel of VA land located near the entrance of the VAMC campus. Based on Veteran demographics, 25% of the housing should be for families and 75% for single and/or spouse housing. Through this EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. In return for VA's outleasing of the property, the developer/lessee would be solely responsible for developing, financing, renovating, constructing, managing, maintaining, and operating the leased property as permanent supportive housing with a priority for homeless Veterans and Veterans at risk of becoming homeless. In return for the long-term use of the assets, the developer/operator will provide "fair consideration" to the Perry Point VAMC in the form of ground rent.
