- The Pacific Northwest National Laboratory (PNNL) provides support to the National Nuclear Security Administration (NNSA) in the area of Export Control and International Safeguards. As part of this support PNNL is seeking information from interested parties that have capabilities to accomplish the following: serve as faculty of record to develop and deliver two courses at the Jackson School of International Studies at the University of Washington within its Institute of Global and International Security Studies (IGRSS). The two courses are "International Trade and Security" and "Nuclear Energy, Nonproliferation, and Safeguards" and are to be offered at the Jackson School of International Studies during the Fall 2009 and Winter 2010 quarters. The requisite capabilities include extensive background and experience with complex technologies at the interface of government and industry in relation to all 4 U.S. export control systems: Department of State (DOS), Department of Commerce (DOC), Department of Energy (DOE), and Nuclear Regulatory Commission (NRC). The position also requires extensive knowledge and background of both international and domestic safeguard systems, including International Atomic Energy Agency (IAEA) inspection system and state systems for accounting and control (SSAC). Direct and extensive experience in managing U.S. government export control and safeguards programs is expected, along with a complete understanding of U.S. policy in these areas. Demonstration of prior teaching proficiency and the ability to design and prepare course materials is also required. Interested parties with the requisite capabilities are invited to respond to this notice by providing a white paper (no longer than 2 pages) delineating their capabilities.
