- The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to procure the services of The University of Massachusetts (UMA) Medical Center, 300 Massachusetts Ave., Amherst, MA 01003 to collect blood, saliva, hair samples, assay of blood, saliva and hair samples for Cortisol and Adrenocorticotropic hormone (ACTH), dominance testing and behavioral observations, animal car duties, behavioral data assay and statistical analyses. The above services will be carried out by UMAs research assistants with undergraduate and graduate students support. The Institute intends to procure these services by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. This is an ongoing joint project investigating hypothalamic-pituitary-adrenal axis functioning, dominance hierarchies, social proximity and object manipulation in rhesus monkey groups housed in different environments with the department of Psychology at the UMA. These assays are part of a long-term collaborative research project with the Laboratory of Comparative Ethology (LCE) in which direct comparisons are being made on the above neurochemical and behavioral measures between a group of LCE monkeys living in a 5-acre outdoor enclosure at the NIH Animal Center (NIHAC), whose founding members were reared under surrogate-peer laboratory conditions and the UMA monkey groups whose founding members were reared under identical conditions but now have been maintained in indoor pens, rather than outdoors like the LCE monkeys. The new data collection and assays will not only continue comparisons between the founder members of the LCE and UMA monkey groups, but also between the second, third and fourth generation members of the respective groups. The UMA monkey groups are unique in terms of their match with the LCE founder members. The methodologies and specifications will remain the same as they have been in the previous years in order to maintain consistency for the ongoing project. The services needed will primary be done @ the UMA. Behavioral and biological data collected from the LCE monkeys at the NIHAC that are relevant for statistical comparisons with the UMA data will be furnished to the UMA by the LCE, NICHD. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: robinsti@mail.nih.gov prior to the closing date of this notice or before July 22, 2009 @ 3:00 pm EST. It is anticipated that RFQ - NICHD2009054 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due five (5) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature.
