- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Cryptologic Systems Group (CPSG) intends to purchase Yokogawa Optical Time Domain Reflectometer (OTDR). The following item(s) are required: YOKOGAWA OPTICAL TIME DOMAIN REFLECTOMETER, P/N: 735041-USC-HE-D/PM/SLS/SB, QTY 1; SOFT CARRYING CASE, P/N: A1114AF-A for YOKOGAWA OPTICAL TIME DOMAIN REFLECTOMETER, QTY: 1; AC ADAPTER (SPARE) for YOKOGAWA OPTICAL TIME DOMAIN REFLECTOMETER, P/N: 739870, QTY: 1. CPSG intends to make an award to the OEM, Yokogawa Corporation of America, CAGE: 60336. YOKOGAWA OPTICAL TIME DOMAIN REFLECTOMETER wasdeveloped by and owned by, Yokogawa Corporation of America. Yokogawa Corporation of America is the only known source that provides OPTICAL TIME DOMAIN REFLECTOMETER as they have proprietary rights to the required items. As a result, no other vendors can provide the YOKOGAWA OPTICAL TIME DOMAIN REFLECTOMETER. Refurbished or Surplus items are not acceptable. The Government intends to make an award in the Jul - Aug 2009 timeframe. No technical data/drawings/technical orders are available. This requirement has been identified as a Brand-Name or Equal. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer within 7 calendar days of this publication.
