Description
The United States Coast Guard is considering whether or not to set-aside an acquisition for HubZone Set-Aside, or Service Disabled Veteran-Owned Small Business, or Small Business Set-Aside. The estimated dollar value of this procurement is between $200,000,00 and $300,000.00. The small business size standard is less than 1,000 employees. The acquisition is for dry dock and repairs to the USCGC SHRIKE (WPB-87342). The vessel’s homeport is Port Canaveral, FL. All work will be performed at the contractor’s facility. A one-time geographic restriction for USCGC SHRIKE (WPB-87342) dry dock availability is: “no contract shall be awarded to a facility located beyond 432 nautical miles of the cutter’s homeport located in Port Canaveral, FL.” The performance period will be 42 calendar days, with a start date of on or about January 18, 2010. The scope of the acquisition is: 1)Clean and Inspect Fuel Service Tanks 2)Clean and Inspect Grey Water Tank 3)Clean and Inspect Oil and Oily Waste Tanks 4)Clean and Inspect Sewage Holding Tank 5)Inspect Pilothouse Aluminum Deck 6)Clean and Inspect Simplex Sea Strainers 7)Overhaul and Renew Sea Valves 8)Renew Stern Tube Sea Water Piping 9)Perform Ultrasonic Thickness Measurements – Underwater Hull Plating 10)Remove, Inspect, and Reinstall Propeller Shafts 11)Straighten Shaft 12)Renew Intermediate Water-Lubricated Shaft Bearings 13)Renew Aft Water-Lubricated Shaft Bearings 14)Remove, Inspect, and Reinstall Propellers 15)Remove, Inspect and Reinstall Rudder Assemblies 16)Realign Main Engine/Reduction Gear 17)Renew Depth Indicating Transducer 18)Renew Transducer Fairing 19)Modify and Renew Cathodic Protection System 20)Preserve Underwater Body – “100%) 21)Routine Dry Docking 22)Provide Temporary Logistics 23)Preserve Bilge Surfaces in the Lazarette 24)Inspect Sea Chest Riser Piping and Flanges 25)Create Forepeak Void 26)Preserve Forward Peak Compartment 27)Prepare and Prime Main Deck Surfaces 28)Preserve RHIB Wet Notch Deck and Stern Door Interior Surfaces 29)Remove, Inspect and Reinstall Stern Launch Door Pivot Pins, Bushings and Washers 30)Inspect RHIB Notch Skid Pads 31)Install Forward RHIB Notch Skid Pad 32)Install Dirty Oil Tank Liquid Level Indicator Provide protective deck covering material. Trained welders who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. At the present time this acquisition is expected to be issued small business set-aside. However, in accordance with FAR 19.1305 and FAR 19.1405, if your firm is and intends to submit an offer on this acquisition, please include the following (a) positive statement of your intent to submit a quotation for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project title, dollar amount, points of contact and phone numbers; (c) Past Performance references with points of contacts and phone numbers. At least two references are requested but more are desirable. Your response is required by July 14, 2009. All of the above must be submitted in sufficient detail for a decision to be made on a HubZone Set-Aside, Service Disabled Veteran-Owned Small Business or a Small Business Set-Aside. Failure to submit information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as HubZone Set-Aside, Service Disable Veteran-Owned Small Business or Small Business Set-Aside or on an unrestricted basis will be posted to the FEDBIZOPS website at http://www.eps.gov.
