- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Derek Hewgill, 12101 Triple Crown Rd, Gaithersburg, MD 20878 to provide expertise in FACS cell sorting from July 20, 2009 through July 19, 2010. The FACS Core and Imaging Facility needs an experienced person to conduct and operate the facility and maintain quality control (QC) on flow cytometers that are used for multi-parameter analytic and preparative studies of the binding fluorescent ligands to suspensions of single cells, nuclei or chromosomes as well as analysis of cells transfected with constructs expressing fluorescently tagged proteins. In addition to staining, transfection, analysis and sorting of rare lymphocyte and other cell subpopulations at the single cell level and in bulk for molecular and functional analysis will be performed. Flow cytometers are complex, highly sophisticated instruments, which simultaneously measure cell size and fluorescence at different wavelengths in individual cells and shore the data on a computer. The instrumentation consists of a 3 laser, 12- parameter Cytomation MoFlo high-speed sorter, a FACS caliber with 4 color option, 2 laser capture microscopes and 2 fluorescent microscopy stations as well as all necessary supporting equipment, computers and software. Mr. Hewgill has 46 years of medical experience, managing, supervising and operating Flowcytometry and Imaging Facilities at Stanford Medical Center and has also developed extensive expertise in instrument, laser and computer maintenance, repair, modification, upgrade and training, thereby creating substantial cost savings. Due to multiple time-sensitive experiments and an effort to prevent the loss of valuable clinical specimens and data, Mr. Hewgill’s professional services are required. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541711 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
