Description
The United States Government currently leases approximately 35,726 RSF of warehouse and related space at 6295 Edsall Road, Alexandria, VA, under a lease that expires on October 30, 2010. The Government is seeking to lease approximately 35,726 contiguous RSF of warehouse and related space. The rentable space must yield a minimum of 35,000 contiguous usable square feet of warehouse and related space. Approximately 2,500 RSF of the space will be used as standard office space. Offered space must provide four foot high loading docks at a minimum rate of one per bay, with no fewer than four docks altogether, a minimum clear ceiling height of 24-feet, and minimum floor load of 250 pounds per RSF. All offered bays must have access to handicap accessible restrooms. On site parking must be available for Government use in accordance with local code, or in the absence of a local code at a rate of one space per 1,000 RSF of leased space. Occupancy is required no later than October 30, 2010. LEASE TERM: The lease term will be a firm term of five (5) years, with an option to renew for one (1) additional five (5) year term. Effective upon the commencement of the third year of the initial lease term, the Government shall have a one-time right to terminate, and return to the lessor, marketable blocks of space in a total amount of up to 11,500 RSF, which right may be exercised by providing 180 days advance written notice. DELINEATED AREA: All properties offered to the Government in conjunction with this requirement must be located in Northern Virginia within a 5-mile radius from the Government’s current location at 6295 Edsall Road, Alexandria, VA. EXPRESSIONS OF INTEREST SHOULD BE SUBMITTED IN WRITING NO LATER THAN JULY 29, 2009 AND SHOULD INCLUDE THE FOLLOWING INFORMATION: 1)Building name and address, and location of space in the building; 2)Drawing of space offered; 3)Rentable Square Feet Offered; 4)Asking rental rate range per RSF (including a heated, lighted, and sprinklered warehouse shell and tenant improvement allowance of $10 per RSF); 5)Date space will be available for commencement of tenant improvements; 6)Number of parking spaces available on the premises; and 7)Name, address, telephone number, and email address of individual to be contacted. The Government is considering whether to remain in its existing lease space or to relocate to alternative space. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, non-productive agency downtime, etc. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this advertisement. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government’s requirements. With specific respect to expected rental rate information, the Government will assume a maximum rental rate above which would require an authorized lease prospectus in the event the respondent fails to include such information. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. AUTHORIZED CONTACTS: In no event shall the Offeror enter into negotiations or discussions concerning the space to be leased with representatives of any Federal Agency other than the officers and employees of General Services Administration (GSA) or their authorized representative, Studley, Inc.
