- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is W912DQ-09-T-1023 and it is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32. This acquisition is to be set-aside 100% for small business concerns. The associated NAICS code for this project is 423690 and the business size standard is 100 employees. CONTRACT LINE ITEM NUMBERS 0001 Side Scan Sonar This CLIN will include all costs associated with the delivery of the Sonar in accordance with the Statement of Work. Quantity 1 Unit of Issue Lump Sum FOB - Destination Deliver by 30 days after contract award Delivery to Tuttle Creek Lake Project Office, 5020 Tuttle Creek Blvd., Manhattan, KS. 66502 STATEMENT OF WORK FOR CLIN 0001 Tow Fish Tow fish will be a single frequency of 600 kHz. The casing of the tow fish will be made of aluminum. It shall also be equipped with at least a 30 meter tow cable with cable weight. All system components shall be packaged in rugged, hardened, and watertight cases to provide the utmost in protection during shipping and storage. Tool kit shall be included that has all tools necessary for field and shop maintenance. Computer Computer shall be capable of handling all software and future upgrades of said software. Display shall be of a high-bright, daylight readable and at least a 10 color flat screen display. Unit shall be capable of operation from a 12 VDC power source. Case and connectors shall be fully waterproof and designed for durability and shock resistance in a marine environment. Computer unit shall come with a self contained Garmin eTrex GPS or equal and Garmin D/GPS or equal. Computer shall also come with keyboard and waterproof mouse and also capable of connections for all equipment simultaneously. Software The software features shall integrate a waterfall display designed to maximize the effective computer screen viewing area. The waterfall display shall have a complete tool set that allows range, length, height and area measurements, which can be executed in real-time or during post processing operations. In addition to measurement tools, the software shall provide an adjustable magnification zoom tool and a target marking tool. Additional features shall include an advanced target marking system that allows instant access to any real-time marking point during either the on-water or post processing operation. Other windows shall be available during data collection and post processing that allows additional data perspectives. These shall include an A-Mode view of the sonar data, a data status window that shows: range delay, ping rate, SOG, COG, heading, Latitude/Longitude, and depth at a glance. The software shall include a full feature navigation plotter to show swat coverage, marked targets and vector chart maps. Software shall also have an advanced graphical user interface that provides a variety of ways to maximum usage of the computer display. Training Contractor shall provide at least two consecutive 8 hour days of training at the U.S. Army Corps of Engineers office in Manhattan, Kansas. Training shall be set up for 8 Corps Employees with both classroom and hands on training. Time of training shall be no sooner than 1 month after delivery of unit and no later than 3 months after delivery. WARRANTY Unit shall come with a 3 year warranty that covers entire unit including electronics and accessories. In accordance with FAR 52.212-1(k), the prospective awardee shall be registered and active in the CCR database prior to award. If the contractor does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT closing date of this solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered contractor.
