Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Bio-Rad Laboratories, 2000 Alfred Nobel Drive, Hercules, CA 94547 to provide a maintenance agreement on Tetrad Cyclers and alpha units from July 25, 2009 through July 24, 2010. This service is to maintain 2 PCR machines and 8 alpha units that are vital for NHGRI research. PCR is a standard protocol and is basic for most of the research being done in the lab. PCR is a protocol that amplified DNA for use in DNA detection through electrophoresis, for the fist step in DNA sequencing, for the generation of enough DNA to allow any number of future experimentation. The full on-site service agreements offer unlimited on-site repair visits, including parts, labor and travel expenses, during the service agreement coverage period. One preventive maintenance visit is provided, upon customer request, during the service agreement coverage period. The preventive maintenance visit may be performed and combined with a repair visit. The sole-source determination is based upon the fact the Tetrad cyclers and alpha units are made by Bio-Rad and there are no other authorized vendors to work on Bio-Rad equipment. Bio-Rad is the original manufacturer and has maintained the service contracts on the machines from the original purchase. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 813910 and the Size Standard is $7.0 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
