- RFQ NO THIRD PARTY QUOTATIONS WILL BE ACCEPTED. EPA plans to obtain lodging and training facilities for the 2009 Incident Command System (ICS) Training Academy to be held in Baltimore, MD August 3 - 7, 2009, and is accepting quotes for lodging and meeting space. The purpose of the training academy is a week-long training event for EPA to train selected staff in 12 key leadership positions that make up an Incident Management Team to respond to all types of emergency responses. It is anticipated that more than 400 EPA staff from all over the United States will participate in this training event.
