Description
This is a commercial item acquisition conducted in accordance with Federal Acquisition Regulation (FAR) Part 13 and Part 15. This acquisition is for the provision of Home Oxygen Supplies and Services. The solicitation will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract on a Firm Fixed Price basis. This procurement is Unrestricted. NAICS Code: 621610, Size Standard: $13.5 Million. The contractor shall provide complete Home Medical Oxygen to eligible Veteran Beneficiaries' residence of the Washington DC VA Medical Center (DC VAMC). Prices quoted shall include all costs for the storage, delivery, set-up adjustment, patient/caregiver instructions and recovery of equipment, both VA owned and rental for Washington DC Metro area, Maryland State counties (Montgomery, Prince Georges, Charles, St. Marys, and Calvert), and Virginia State counties (Fairfax, Arlington, Loudon and Prince William). The contractor shall possess all licenses, accreditations and certificates as required by local, state and federal law. The contract period will consist of a base period of one (1) year with four (4) one-year options to extend the term of the contract. Offers will be considered from all responsive, responsible offerors as determined by the Contracting Officer in accordance with FAR 9.104. The electronic solicitation for RFP VA-245-09-RP-0072 may be downloaded at http://www.fedbizopps.gov. The offeror is responsible for downloading all amendments and other documents from the FBO website without further notices from the Department of Veterans Affairs, DC VAMC. Interested firms must be registered in the Central Contractor Registration system (CCR) at www.ccr.gov. All questions must be submitted in writing to the Contracting Officer via e-mail to denise.williams@va.gov, or fax your written request to (202) 745-8465 attention Denise Q. Williams. Solicitation issue date will be on or about June 19, 2009, with offers tentatively due 30 days thereafter. Proposals shall be submitted by July 17, 2009 at 2:00 pm (EST) either by mail or hand carried to Veterans Affairs Medical Center, VISN 5 Contract Satellite Office (90C), 50 Irving Street NW, Room 3D-233, Washington, DC 20422, Attn: Denise Q. Williams. FAX/E-MAIL PROPOSALS WILL NOT BE ACCEPTED. All necessary solicitation documents will be available on/after June 19, 2009 on the FedBizOpps system, including any amendments.
