- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation for PR# 1300126039 is issued as request for quotes (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-30, Effective 17 Feb 2009. The SIC Code for this solicitation is 3577, the FSC Code is 6930, and the NAICS Code is 334119. The Government intends to set aside 100% of this requirement to a Small Business entity as stated in FAR 19.502-2 - Total Small Business Set-Asides. The handgrip requirement is for the NAWCTSD SubSkillsNet (SSNet) ISIS project configuration management. The USB handgrips will emulate the tactical handgrips that are used for the US Navy Submarine ISIS workstation. The grips will serve as embedded parts of the EDM test platform at the following locations: Naval Undersea Warfare Center in Rhode Island, the MiniSPAN Trainer at Submarine Learning Center in Guam, the LSMMTT at Naval Submarine School in Groton, CT and the Naval Submarine Training Center Pacific. Currently, no other sources have been identified other than DACO Scientific LTD. Pending responses to this solicitation. It is expected that a small business dissolve will be authorized for this procurement and an award will be made to DACO Scientific LTD. The NAICS code for this procurement is 334119. All responsible offerors concerns may submit, a Quotation (refer to FAR 52.212-1 for Instructions), which, if timely received, will be considered by the Agency. Responsible offerors shall conform with the clauses included in this solicitation. The following item is required: Quantity (7) Handgrip with 1 slide switch 2 momentary pushbuttons 1 two axis micro-transducer 1 trigger switch Handgrip must be stationary (non-swiveling) Must provide a right-oriented two-position switch Must provide a top-mounted pressure sensing micro-transducer switch (two axis LOS transducer) Must provide a forward located trigger Must not weigh more than seven pounds (7 lbs) In addition, the government does not have a handgrip that can be used for reverse engineering purposes. *******Must be available SEPTEMBER 1, 2009************************ Delivery shall be made FOB Destination in accordance with FAR 52.247-34 to: Attention: Mr. Alfred Spaterna NAWCTSD Orlando 12350 Research Parkway Orlando, FL 32826 Delivery: Offerors are requested to provide its most expeditious delivery date after receipt of purchase order. Acceptance of delivery shall be made at destination within seven (7) days of delivery. Evaluation Criteria: The Government will award a purchase order resulting from the RFQ to the responsible offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. The Government will award on a “lowest price technically acceptable” basis to the offeror meeting the specifications of this RFQ. Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price. A firm fixed price Purchase Order will be awarded as a result.Technical acceptability will be based on the offeror providing a quote that satisfactorily meets the technical requirements stated herein. The following provisions and clauses are applicable to this procurement: FAR 52.212-1 (Instructions to Offeror –Commercial Items), 52.212-3 (Offeror Representations and Certifications-Commercial Items), 52.214-4 (Contract Terms and Conditions –commercial items) and DFARS 252.212-7001. The provisions must be completed and returned. The following subparagraphs of FAR 52.212-5(b) apply: (5)(i), (15), (16), (17), (18), (19), (21), (24)(i)), (26), (28), (31) and (36). The following FAR/DFARS/NAVAIR clauses apply to this acquisition: 52.204-7, 52.233-4, 52.252-2, 52.252-6, 252.211-7003, 252.212-7001, 5252.204-9503, 5252.204-9504, 252.232-9511 and 5252.232-9513 (Wide Area Work Flow). The following DFARS clauses apply: 252.204-7006, 252.212-7001(b): (17), 252.232-7003, and 252.246-7000. The following clauses also apply: DFARS 252.204-7004 Alt A, Required Central Contractor Registration. Payment will be made through WAWF.
