- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to GL Synthesis Inc., One Innovation Drive, Worcester, MA 01605, for the services as outlined below: The reference number NHLBI-PB-(HL)-2009-192-DDC. The required services involves: Chemically synthesize 1 kg of DNA-PK inhibitor (2-Morpholin-4-yl-8-(dibenzothiophen-4’-yl)-Chromen-4-one). Purpose and Objectives for the Procurement Specific objectives of this requirement: To provide Chemical synthesis of 2-Morpholin-4-yl-8-(dibenzothiophen-4’-yl)-Chromen-4-one. The contractor is required to use organic chemistry techniques, the contractor should synthesize1 kg of 2-Morpholin-4-yl-8-(dibenzothiophen-4’-yl)-Chromen-4-one. The government expects 1 kg of 2-Morpholin-4-yl-8-(dibenzothiophen-4’-yl)-Chromen-4-one with greater than 99% purity. The technical specifications and applicable standards or methodologies to be used is, greater than 99% purity of 2-Morpholin-4-yl-8-(dibenzothiophen-4’-yl)-Chromen-4-one. There is no special handling or packaging requirements. Reporting Requirements and Deliverables The Government requires information on purity of the compound at the completion of the project. The Government expect greater than 99% purity of 2-Morpholin-4-yl-8-(dibenzothiophen-4’-yl)-Chromen-4-one. The Contractor will be contacted by e-mail on the acceptance or rejection of the product. The Government=s estimated expected delivery date is 8 -10 weeks after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-7D14, Bethesda, Maryland 20892. The sole source determination is based on the fact that the Laboratory of Biochemical Genetics has a study which involves the in vivo role of DNA-PK in energy metabolism; consist of custom synthesis of DNA-PK inhibitor (compound 36A). At present the staff is currently using an existing compound customized by GL Synthesis. For compatibility and efficiency, it is in the Government’s best interest to have this compound synthesized by the same manufacture, since synthesis of this compound is complicated and impurities may differ depending on the manufacturer. Industry Classification (NAICS) Code is 541712 Research and Development in the Physical, Engineering, and Life Sciences, employee size standard are 500. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement, within five (5) calendar days from publication date of this synopsis or by July 13, 2009 at 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2009-192-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6142, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. Response may be submitted electronically to coulterd@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
