Description
Description:This is a special notice issued by the NASA, Goddard Space Flight Center to announce theaward of multiple Blanket Purchase Agreements to small, small disadvantaged, 8(a),HUBZone, woman-owned small businesses, veteran-owned, service disabled veteran owned,and/or historically Black Colleges and Universities (HBCU) for manufacturing andfabrication for commercial supplies and services (statement of work is attached to thisannouncement) for the Advanced Manufacturing Branch (AMB). AMB at GSFC maintains a complete manufacturing facility to meet the Center's research anddevelopment requirements. This includes conventional machining equipment, numericallycontrolled (NC) machining centers, sheet metal and welding fabrication equipment andremotely located staff shops. The award of the multiple BPAs is to assist AMB with thefabrication of needed supplies and services.Small, small disadvantaged, 8(a), HUBZone, woman-owned small businesses, veteran-owned,service disabled veteran owned, and/or historically Black Colleges and Universities(HBCU) companies or individuals with manufacturing knowledge and experience infabricating developmental instruments and space flight hardware interchangeable pieceparts of various size and material specifications; such as but not limited to aluminum,alloy steels, titanium, and other types of materials, as well as the more exoticaerospace materials and composites in a quick response environment may providecapabilities if interested. Respondents must be able to manufacture per engineeringdrawings with industry standard tolerances. Per the NASA Guidance and ProceduralRegulation 1280.1 (please see attachment to this notice), International StandardOrganization (ISO) certification or compliance is mandatory for companies providingspace flight fabrication supplies or services to the government. The majority offabricated product or service requirements will be space flight. The requirements fornon-flight will not require respondents to be ISO certified or compliant.Areas of expertise are:Machining (multiple axis); lathe, mill, jig boring, direct manufacturingWire Electrical Discharge Machining (EDM) / RAM EDMPrecision Grinding; surface, cylindricalSheet MetalWelding; certified, electron beam, laserPlating; anodize, iridite, chemical etch, finishing processes, titaniumfinishing, dye-penetrate inspectionInspection supportMaterial Cutting and or Raw Material supplyComposite Fabrication / BR127 application coating / Raw Material / AdhesivesuppliesRapid PrototypeAssemblyChemical AnalysisRaw Chemicals supplyPlastic Material supplyFastenersHeat TreatSpecialty ToolingThin Metal fabricationPaintingSilk ScreeningAll staff supporting the activities described above will be located off-site at smallbusiness facilities.Interested organizations may submit their capabilities and qualifications by writing toTheresa Stevens via email transmission at: Theresa.A.Stevens@nasa.gov, not later than4:30 p.m. local time on July 23, 2009.Capabilities should include a statement of understanding that is consistent with theStatement of Work, identify areas of expertise, provide prior experience in performingfabrication work of a similar nature, ISO Certification or Compliance statement, aquality management plan to include calibration recall system information, and a facilityequipment list. In addition and if available send electronically a company website link,brochures or pictures that support area(s) of expertise. All responsible sources may submit capabilities which shall be considered by the agency.Comments or questions related to this effort should be forwarded toTheresa.A.Stevens@nasa.gov via electronic transmission (email). Oral communications arenot acceptable in response to this notice.An Ombudsman has been appointed.
