- This is a notice of intent, not a request for proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisition Branch on behalf of the National Institute on Mental Health (NIMH) intends to negotiate on a noncompetitive basis with the MEG International Service of British Columbia, Canada for a renewal maintenance agreement for the 275 channel whole head CTF Magneto Encephalography (MEG) system. MEG is a sophisticated technique allowing high resolution recording of brain activity and as such forms a vital part of the neuroimaging research program.The instrument is in full time use by many investigators as part of the program mission. The CTG MEG system was purchased from VSM MedTech System, Inc. and installed in 2002. MEG International Services Ltd is the successor company to VSM MedTech hence holds all the proprietary knowledge of the CTF MEG system and is the only source to provide highly specialized and proprietary spare parts. MEG International Ltd is the only one responsible source and no other supplies or services will satisfy the agency requirements - FAR 6.302-1. The acquisition is being conducted under simplified acquisition FAR 13.106-1(b) (1) and is exempt from the requirement of FAR Part 6, Competition Requirement. The notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit capabilities in response to this synopsis. All information furnished must be in writing and must contain sufficient detail to allow the NIDA to determine if it can meet the above unique specification described herein. Capabilities statement must be received in the NIDA/SS/SA office on or before 3:00PM July 23, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely with the discretion of the Government.
