- ARRA PROJECT - THIS INVITATION FOR BID (IFB) IS A 100% SET-ASIDE COMPETITIVE 8A. The Government will only accept offers from 8A certified small businesses. The Government intends to award a Firm-Fixed Price Contract under Solicitation No. N40085-09-B-9421, Project ST215-02 - REPLACE HVAC AND MODERNIZE BLDG. #343 at PORTSMOUTH NAVAL SHIPYARD, PORTSMOUTH, NH. The NAICS proposed acquisition is 236220. The size standard is $33,500,000.00. Description: ARRA - The work includes but is not limited to provide demolition services, miscellaneous structural work, constructing new partition walls, rough carpentry work, providing new doors and hardware, new cabinetry and countertops, replacing finishes to include new flooring, paint, wall panels, and ceiling systems, replacing the HVAC system to include new equipment, air handlers, chillers, dust collectors, ductwork, piping and commissioning, fire suppression and detection system work; upgrading or replacing plumbing systems, upgrading or replacing the electrical system to include new lighting, interior distribution work and lighting protection, replacing roof system and exterior windows, replacing passenger and freight elevators and other related work. There are six options included in this solicitation: Option 1 - Renovate Fifth Floor, Option 2 - Renovate Sixth Floor, Option 3 - Replace Roof, Option 4 - Replace Exterior Windows, Option 5 - Repair Freight Elevator and Option 6 - Replace Lockers. Location of work is Portsmouth Naval Shipyard, Kittery, ME. Magnitude of Construction is between $5,000,000 and $10,000,000. Tentative date for issuing Invitation for Bid will be July 23, 2009. The bid opening date will be on or about August 21, 2009 and will be stated in the solicitation document. Performance period will be 380 calendar days. Site visit information will be included in the solicitation. Plans will be available for inspection without charge at the Government Point of Entry. The GPE may be accessed via the Internet at http://www.fedbizopps.gov. An official planholders list will be maintained on line and can be printed from the website. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation's plans and specifications. Solicitation's plans and specifications may be accessed from: https://www.neco.navy.mil/ when available. Bidders are advised that all contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr.gov.
