FBO ANNOUNCEMENT: COMBINED SYNOPSIS/SOLICITATION ACTION CODE: <COMBINED> CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SUBJECT: Brand Name Only: Julabo LH41Temperture Bath SOLICITATION NUMBER: SB1341-09-RQ-0388 RESPONSE DATE: July 21, 2009 CONTACT POINTS: Janet Lamb, Contract Specialist (301) 975-6205 Todd Hill, Contracting Officer (301) 975-8802 DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is being issued using Simplified Acquisition Procedures.*** ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-34.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 423730 with a small business size standard of 100 employees. This acquisition is 100% small business set-aside. *** The National Institute of Standards and Technology is seeking to purchase One (1) Julabo LH-41 Temperature Bath.*** Background: The NIST Center for Neutron Research does basic materials research that is useful for many basic and applied science disciplines including biology, chemistry, condensed matter physics, polymer research, etc. The purpose of this procurement is to increase the number of temperature baths used for sample temperature control on multiple neutron scattering instruments. These temperature baths are all the same so that they may be interchanged as necessary and so that their controls are familiar for the group of scientists employing them. The objective of this procurement is to purchase a Julabo LH-41 temperature control bath, along with providing options for the future purchase of this same item. Brand Name Only Justification: The Julabo model LH-45 is discontinued and model LH-41 takes its place with the same specifications as a drop-in replacement, including the software control. Julabo LH-41 Temperature Bath has proven to be very reliable, capable, and fast. The reasons that we wish to purchase this Brand Name Only item are: 1) to maintain a consistent equipment interface for local and guest researchers; 2) to serve as a drop-in replacement spare; and 3) to prevent duplication of effort that would be required to integrate a new system. The NIST Center for Neutron Research (NCNR) presently has three Julabo LH45 ultra-low refrigerated circulators that have a working temperature range from -40 to 250 C. These are all used on neutron scattering instruments for control of the sample environment. The NCNR is a user facility serving approximately 1000 unique guest researchers per year, putting a great emphasis on the reliability, uptime and standardization of our equipment. ***Line item 0001 is BRAND NAME ONLY requirements. ***All interested Contractors shall provide a quote for the following: Line Item 0001: 1 (one) Julabo LH-41 Temperature Bath. Line Item 0002: 2 (two) Triple insulated (-350 C), 1.5 meter Metal tubing, M16 x 1. Line Item 0003: 1 (one) Thermal P60 bath fluid, 10 liters. Line Item 0004: 1 (one) Thermal P60 bath fluid, 5 liters. Line Item 0005: 2 (two) External PT 100 temperature sensor, 20 x 2 mm, stainless steel, 1 meter cable. Line Item 0006: 2 (two) 3.5 meter extension cable for PT 100 temperature sensor. Line Item 0007: 2 (two) adapters M16 x 1 female to NPT ¼” male. OPTION LINE ITEMS: The following items are option line items. The Contractor shall provide pricing for these items. Prices quoted shall be effective for a period of one year from the date of award. Award of option line items is at the sole discretion of the Government in accordance with 52.217-7. Option year 1 Option Line Item 0008: 1 (one) Julabo LH-41 Temperature Bath Option Line Item 0009: 1 (one) Julabo LH-41 Temperature Bath Option year 2 Option Line Item 0010: 1 (one) Julabo LH-41 Temperature Bath Option Line Item 0011: 1 (one) Julabo LH-41 Temperature Bath Option year 3 Option Line Item 0012: 1 (one) Julabo LH-41 Temperature Bath Option Line Item 0013: 1 (one) Julabo LH-41 Temperature Bath Option year 4 Option Line Item 0014: 1 (one) Julabo LH-41 Temperature Bath Option Line Item 0015: 1 (one) Julabo LH-41 Temperature Bath Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 and 0002 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640. Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," and Price. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, and clearly documents that the offered product meets salient characteristics stated above and meets the needs of the Government in essentially the same manner as the brand name. *** The full text of a FAR provision or clause may be accessed electronically at http://acquisition.gov/comp/far/index.html. *** *** The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offerors Representations and Certifications- Commercial Items. *** *** Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.” OR The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) *** FAXED QUOTES WILL NOT BE ACCEPTED. HOWEVER, EMAILED QUOTES WILL BE ACCEPTED. *** ***Submission shall be received not later than 1:00 p.m. local time on July 24, 2009 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B175, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attention: Janet Lamb. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-6205. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, Building, room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-U.S. citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Contract Specialist (Janet Lamb) @ janet.lamb@nist.gov. FAXED QUOTES WILL NOT BE ACCEPTED.
