- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of a Vocational Training Program Services in the areas of Heating, Ventilation, and Air Conditioning (HVAC) and vocational accreditation for HVAC, Electrical Maintenance and Business Information Systems courses. The focus of the program is intended to provide inmates with marketable skills by providing classes which lead to a one-year certificate/diploma. The certification should be issued from an accredited Institution of Post Secondary Education. The services shall be provided at the Department of Justice, Federal Bureau of Prisons, Federal Correctional Institution, Jesup, Georgia. The North American Industry Classification System (NAICS) Code is 611519 (Size Standard: $7 million). There will be approximately 15 to 20 inmate students per class. The contractor shall be responsible for, but not limited to providing a program coordinator, instructors, specialized equipment or other materials, and will maintain records which are accessible to the Government. A session will equal one (1) hour. The Contractor will normally work Monday through Friday (except Federal holidays) between the hours of 8:00 am. - 11:00 am and 12:00 pm - 3:00 pm. The Contractor will be scheduled for six (6) sessions per day. The estimated maximum number of sessions per year is 1500. All contract staff assigned to provide instructional services in HVAC as part of this contract, must have experience and be able to demonstrate expertise in the specific field of instruction. The VT Coordinator must have a degree and be certified and appointed by the accredited school or agency. Documentation to support the instructor's education and experience must be provided at time of submission of quote. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The solicitation will be available on/about July 9, 2009 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about August 18, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
