- Description
- The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Marine Sonic Technology, LTD, 5508 George Washington Memorial Hwy., PO Box 730, White Marsh, VA 23183 under the authority of FAR 6.302-1, Only One Responsible Source Available. The FBI requires a quantity of three (3) Sea Scan HDS Side Scan Sonar systems. Each system shall include HDS 900/1800kHz Towfish P/N SSS-7H046, ER 200 Winch P/N WS200M01, and Towfish Variable Angle Bracket P/N SSS-70000-01B, for 3 Underwater Search and Evidence Response Teams (USERT) to have identical technological equipment. The FBI currently owns a Marine Sonic "Easy Reel" winch; in order for the FBI to leverage this asset to the best of its ability, the FBI needs to acquire the HDS Side Scan Sonar system that is compatible with the existing inventory. Furthermore, the FBI requires the sonar system to have a minimum dual digital frequency of 900/1800 kHz as this higher frequency has enabled successful searches for small and large items searched by USERT. In addition to the above, the FBI USERT already owns a sizeable investment in Marine Sonic's Sea Scan PC sonar system and has spent a multitude of hours and funds gaining proficiency on these complex systems. Due to the collateral nature of the missions conducted by USERT, the teams must have at least a basic proficiency and the learning curve between the Marine Sonic PC and HDS systems is significantly lower than procuring from an entirely different manufacturer. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only one responsible source can provide the requested items due to the fact that Marine Sonic Technology, LTD is the sole manufacturer and sole distributor to the Federal Government for the Marine Sonic Sea Scan HDS Side Scan Sonar system. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 AM, EST, Friday, July 15, 2009, via e-mail to Dina.Olibah@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
