- Description
- The mission of Military Sealift Command (MSC) is to provide sealift for strategic mobility support of national objectives. Specifically, MSC provides cargo and petroleum, oil and lubricants, transportation, fleet auxiliaries, and special mission ships in peace, in addition to preparing for and providing strategic sealift during mobilization. MSC discharges its mission through the employment of sealift forces consisting of Government owned ships, augmented by Contractor-operated and Government-operated ships and commercial services. MSC is a working capital fund organization. It executes its own Contracts in support of its missions, and acts as program manager (PM). MSC’s mission supports United States Transportation Command and Chief of Naval Operations. MSC's mission is to support our nation by delivering supplies and conducting specialized missions across the world's oceans. MSC’s Energy Conservation Program is managed by the Engineering Directorate (N7). N7 advises the Commander, Military Sealift Command (COMSC) on all Energy Conservation Matters. The Contractor shall provide the services of performing Business Case Analysis on a continuous basis for energy saving initiatives received from MSC ships and shore installations. The Contractor shall also provide oversight and coordination of energy initiatives with the Fleet, Energy Program Office, and MSC shore installations as well as maintaining a data base in which all initiative progress is recorded and updated on a monthly basis. Additionally, the Contractor shall provide technical advice and coordinate the execution of special projects related to analysis of various energy initiatives. This may include assisting the Energy Program Manager in the preparation of briefings or support papers related to specific technical reviews or research assigned by the Chief of Naval Operations Task Force Energy Executive Committee or working groups in which MSC personnel are a member. The Contractor shall develop Ship Class specific Energy Management Plans (EMP) for each class of ship within the MSC Fleet, and maintain a data base of the data collected during the development of these plans and also maintain data collected during ship energy audits conducted using these plans. This is a firm fixed price contract. The Contractor shall perform all work specified in the contract for the total price specified in the contract. To ensure support is appropriate, the Contractor shall coordinate all efforts with the Contracting Officer’s Representative (COR).
