- THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP). THE RFP HSCG38-09-R-200004 IS EXPECTED TO BE AVAILABLE AFTER THE CLOSING DATE OF THIS NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aviation Logistics Center (ALC), Short Range Recovery (SRR) Product Line has a requirement for the repair/overhaul of the following Omni-Directional Air Data System (OADS) components on the Short Range Recovery (SRR) aircraft (also known as HH-65, MH-65). 1. Air Data Computer - NSN: 6610-01-136-0568, P/N: 02397 2. OADS Transducer - NSN: 6695-01-124-0379, P/N: 02396 Delivery shall be F.O.B. Destination to the Commanding Officer, ATTN: Receiving Section, Bldg 63, Aviation Logistics Center (ALC), Elizabeth City, NC 27909. Work under the contract will be performed at the contractor's facilities. The contractor will be responsible for furnishing all materials, parts, tooling, labor, test equipment, technical manuals, and facilities. A Requirements contract for a two year period is contemplated. Contracting by Negotiations will be utilized for this acquisition. The Original Equipment Manufacturer (OEM) is L-3 Services Incorporated, Cage code 3HNV7. Interested sources must be able to provide a written statement of certification that all parts are manufactured by L-3 Services Incorporated OEM or under the express written consent of the OEM IAW OEM specifications and OEM Quality control programs and must be able to meet the minimum salient physical, functional, and performance characteristics identified in the solicitation package. All responsible offers shall be considered by the Agency. The NAICS Code is 336413 and the small business size standard is 1000 employees. All solicitation document files will be available for download on or after 22 July 2009 exclusively from the Internet by accessing the government-wide Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The closing date for this solicitation associated with this synopsis is set for 21 August 2009 at 4:00PM EST. Offers received after this date may not be considered for award. All information necessary to submit a responsive offer shall be included in the solicitation package. Hard copies of the solicitation package shall not be issued from this office. Any amendments issued to this synopsis will be posted in FEDBIZOPS. Hard copy of the solicitation will be provided upon request. Interested parties are encouraged to register at the FedBizOpps website to be notified when information on this project becomes available. Any amendments issued to this solicitation will be posted solely to the FedBizOpps website. Contractors are required to register in the Central Contractor Registration (CCR) database.
