- The Bureau of Indian Affairs, Rocky Mountain Region is solicitating bids for students in an Accrediated Forestry Program to work and assist the Rocky Mountain Forestry Program during the summer months. All bids will be at an hourly basis. This project will be for the period of May 01, 2010 to September 30, 2013. The solicitation, RMC00090020, is issued as a Invitation for Bid (IFB). This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6. The award will be made at a fair and reasonable price to the responsive and responsible offeror whose quote conforming to the requirements herein will be the most advantageous to the Government, price and other factors considered. STATEMENT OF WORK - CONTRACT PROVISIONSThe Contractor, who shall be an accredited forestry program, will provide students from that forestry program, who have completed at least one year of studies leading towards a technician (2 year) or bachelors (4 year) degree in a forestry curriculum. Students must have knowledge of, exposure to, and experience using basic forestry tools to perform basic tree measurements. The Contractor shall provide the requested number of students each year for the field season as it occurs on reservations within the Rocky Mountain Region by the Bureau of Indian Affairs (late May through August). The Contractor shall insure that the students are at the Bureau of Indian Affairs (BIA) Office in Billings, Montana or the assigned reservation, on the agreed upon starting date for the project.The work period on-site will be for a period not less than 400 hours. Regardless of hours worked, the students will not leave the projects on or before August 5th, unless agreed to by the BIA and the Contractor. The Contractor shall invoice the BIA for all costs incurred (on an hourly basis) promptly on a monthly basis. The cost will be the bid rate accepted by the BIA, which shall include the student hourly wage plus any overhead cost the Contractor requires for administration of this agreement.The Bureau of Indian Affairs (BIA) will provide housing, equipment, transportation to forest areas, and project specifics. The BIA will provide the students training in proper forestry techniques which pertain to the proposed project. The BIA will reimburse the Contractor, upon submittal of a proper invoice, the amount due based on the agreed upon hourly rate and the number of hours worked by the students. Invoicing will be monthly. The BIA will designate a contact person at the Rocky Mountain Regional Office and the agency office to provide direction, project specifics and support during the agreement term. The BIA will determine as quickly as possible before the field season begins, the number of students needed for that upcoming field season. This agreement will last 4 years, unless terminated by agreement by both parties.
