Description
The US General Services Administration, through this sources sought announcement, is soliciting the marketplace for any SBA certified HubZone Concerns as prescribed in FAR Subpart 19.13—Historically Underutilized Business Zone (HUBZone) Program that can potentially perform and provide the following services outline below: To provide the necessary expertise to support the Common Remotely Operated Weapons Station (CROWS) ILS Manager’s efforts to coordinate the CROWS logistics acquisition activities with HQ DA, to direct the CROWS Supportability Integrated product Team (SIPT), perform the required supportability analyses and coordinate the establishment of the CROWS logistics support elements/infrastructure within the respective Life Cycle Management Commands such as Tank Command (TACOM)-Rock Island Arsenal (RIA), Tobyhanna Army Depot, the Combined Arms Support Command (CASCOM), and other Army proponent/user agencies such as the Military Police, Infantry, Artillery, Engineering, Chemical, Explosive Ordnance Disposal (EOD), Transportation, Special Operations and Stryker, and Joint Services such as the Air Force, Navy, Marines and Other Government Agencies (OGA) such as the Department of Energy’s Nuclear Regulatory Commission (NRC). The supportability analysis support applies to the current procurement and fielding of all CROWS Urgent Material Release (UMR) quantities as well as to any sole source or Full and Open CROWS procurements for the material acquisition program, its testing, material release, fielding, post-fielding analysis, post production support and sustainment planning. The vendor/contractor must be able to supply the following expertise to support the following CROWS acquisition logistics management, logistics element development and logistics support (sustainment) requirements: 1. Support all CROWS Supportability Integrated Product Team (SIPT) meetings; 2. Coordinate and implement the appropriate results of the supportability analysis with the respective members of the CROWS SIPT (TACOM - Rock Island Arsenal, Tobyhanna Army Depot, Combat Developer - Military Police School, TRADOC, CASCOM, etc.) to implement the CROWS Supportability Strategy / Life Cycle Sustainment Plan (LCSP); 3. Assist the CROWS ILS Manager in coordinating the CROWS logistics acquisition activities with HQ DA. 4. Perform and/or assist, as directed by the Government, the performance of the following respective supportability analyses within the CROWS system engineering process: a.Core Logistics Analysis (CLA) b.Depot Source of Repair Analysis c.Reliability analysis / predictions such as Failure Mode Effects and Criticality Analysis (FMECA), d.Failure Report and Corrective Action Analysis e.Government Electronics Industry Association (GEIA) 0007 Standard, Logistics Product Data f.Reliability-Centered Maintenance Analysis (RCMA) and their empirical data updates g.Maintenance task analysis h.Level of repair analysis (LORA) using COMPASS and SESAME models resulting in a CROWS UMR Initial Spares Support List (ISSL) i.Condition-Based Maintenance (CBM) analysis j.Life Cycle Cost Estimates / Project Office Estimates k.Performance Based Logistics (PBL) Business Case Analysis (BCA) l.Logistics Review of CROWS class 1 Engineering Change Proposals 5. Maintain the results of the respective analyses on the CROWS program’s WindChill website as appropriate Logistics Management Information (LMI) in accordance with AR 700-127 par. 3-5 Supportability Analysis and Logistics Management Information; 6. Coordinate the TACOM-RIA drafting and update of the ten (10) ILS element plans identified below in accordance with Appendix C of DA PAM 700-56 Logistics Supportability Planning and Procedures in Army Acquisition: a.CROWS Design Interface Plan b.CROWS Maintenance Plan c.CROWS Manpower and Personnel / MANPRINT Plan d.CROWS Support Equipment Plan e.CROWS Supply Support Plan f.CROWS Technical Data / Technical Manual Plan g.CROWS Training and Training Support Plan h.CROWS Computer Resources Support Plan i.CROWS Facilities Plan j.CROWS Packaging, Handling, Transportation and Storage Plan 7. Coordinate the results of the supportability analyses and class 1 Engineering Change Proposals among the ten logistics elements as appropriate and update the respective logistics element plans with the most recent results in a timely manner and posted to the CROWS program WindChill website; 8. Support the CROWS acquisition processes such as the CROWS Supportability Strategy / Life Cycle Sustainment Plan, Basis of Issue Plan (BOIP), Life Cycle Cost Estimate (LCCE), Project Office Estimate (POE), Item Unique Identification Implementation Plan, Type Classification, Material Release, fielding and post production support planning and evaluation and the ten standard ILS elements / sustainment processes; 9. Coordinate the establishment of the CROWS logistics support elements / sustainment infrastructure within the respective Product Manager, Crew Served Weapons’ (PM CSW) Memorandum of Agreements (MOA) and other government support agencies (OGSA) such as TACOM Life Cycle Management Command, TACOM-Rock Island Arsenal (RIA), the Tobyhanna Army Depot, Combined Arms Support Command (CASCOM), and other Army proponents, Joint Services and OGA’s previously identified. This advertised announcement shall not be constituted as a solicitation and shall not bind or obligate an interested source and/or the Government in any way or at any time to a contract award. The Government is seeking SBA certified HubZone Concerns that can act as a single solution provider for the required services fore mentioned. Any/contractor/vendor support personnel that would be supplied for the services above, if any, would have to be a US Citizen in order to be qualified for consideration. The proposed personnel must possess extensive knowledge of the CROWS Program and must provide documentation illustrating such experience of the program.
