- FAR Clause 52.212-3 ATHOS Statement of work ATHOS Oil Spill Claim Support The contractor will provide technical support for the NPFC evaluation of the Athos Oil Spill claim. Specifically, the contractor will review the: o Final DARP (Attachment 1), o Relevant injury reports (Attachment 2), o Public comments on the Draft DARP (Attachment 3), and o Trustee responses to public comments (Attachment 4). Following review of these documents, the contractor will prepare a memo that will be used by the NPFC NRD Division to assist with determining the reasonableness and appropriateness of the Athos claim. The memo will present the contractors’ technical evaluation of the public comments and trustee responses to those comments, based on their expertise, published scientific literature, and or other credible sources. The contractor shall furnish the necessary personnel, material, equipment, services and facilities to meet the objective and tasks in this SOW, including the provision of expert advice to the NRD Claims Division. The period of performance for this contract will be 12 months from the date of contract award HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal via fax or e-mail, by July 29, 2009 @ 12:00am EST, to Xavier. J Storr, US COAST GUARD NATIONAL POLLUTION FUNDS CENTER, 4200 WILSON BLVD., STE 611 ARLINGTON, VA 22203. Electronic transmissions to Xavier.j.Storr@uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors/Approach, (2) Past Performance, and (3) Price and price related factors (Firm-Fixed Price). This will be a Best-Value award determination. Price will be a factor but technical factors/approach are far more important. Proposals shall include: cost breakdown of Labor Categor(ies), Labor Hours, Labor Rates, Travel, Material, Other Direct Costs, Indirect Costs, Profit, General and Administrative Expenses, and the Total Price. The following Federal Acquisition Regulation clauses are incorporated by reference: FAR Clause 52.212-1 and FAR Clause 52.212-4. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jan 04) and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (Mar 04) are attached.
