- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, TIRNO-09-Q-00A15, provisions and clauses in effect through FAC 2005-34 are incorporated into this RFQ. This procurement is a set-aside for Service-Disabled Veteran-Owned companies. The associated North American Industry Classification System (NAICS) code is 423430. The small business size standard is 100 employees. See the attached Government Equipment List (GEL) for the contract line item (CLIN) specifications. All pricing must be submitted on the attached GEL and must include the commercial list price and percent discount offered to the IRS. Pricing submitted in any other format will not be accepted. Only quotes from authorized EMC resellers will be accepted. Interested bidders should also submit pricing for three option years for the attached CLIN’s. The period of performance for all maintenance will be 12 months from the date of award. All hardware and software requiring maintenance under this solicitation is located at the Enterprise Computing Center, 250 Murall Drive, Kearneysville, WV 25430. The IRS is seeking competitive quotes for the following brand name requirement, “EMC Hardware and Software Maintenance." The rationale supporting this brand name requirement is that the storage standard for all IRS Tier 2 applications and databases is EMC Direct Access Systems Disk (DASD). If there is a problem with the DASD or if software is not covered under maintenance, Production/Modernization could experience an extended shut-down until the required maintenance is purchased. This is a Request For Quote (RFQ) and brand name justification to procure EMC Hardware and Software Maintenance. The IRS is not requesting information from resellers of other brand names but manufacturers that can perform the brand name equivalent. All manufacturers that can perform the equivalent function/services should submit their technical qualifications and literature to the following email address: Michael.A.Crawford@irs.gov. The following Federal Acquisition Regulation (FAR) provisions and clauses in effect through FAC 2005-34 are applicable to this procurement: FAR 52.212-1, Instructions to offerors – Commercial Items, and FAR 52.212-2, Evaluation - Commercial Items, apply to this acquisition. Offerors shall include a fully executed copy of FAR provisions at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items applies to this acquisition. Per 12.603(b) the SF 1449 is not used. FAR clause 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans and 52.232-33, Payment of Electronic Funds Transfer – Central Contractor Registration. All responsible sources that can provide the above requirements shall submit written quotations no later than 3:00pm EST on July 15, 2009. The government intends to award a firm fixed price order. The Vendor shall be selected based on the lowest priced technically acceptable offer. All quotes must include price(s); Quotes over 10 pages in total will not be accepted. All questions must be submitted by 3:00pm EST on July 14, 2009 by email to Michael.A.Crawford@irs.gov. To be considered responsive and technically acceptable, vendors must submit proposals that are structured in accordance with the instructions set forth in this solicitation and fully address the entire requirement. You will be considered non-responsive and technically unacceptable if your quote does not fully address the entire requirement. This will also render your pricing unacceptable. Quotes shall include price information, quote expiration date, DUNS, Cage Code, tax ID and terms and conditions.
