- RECOVERY: PRE-SOLICTATION NOTICE FOR CONSERVATION OF THE CONFEDERATE MONUMENT AT THE FINN'S POINT NATIONAL CEMETERY, SALEM, NEW JERSEY (PROJECT NO. R-CSD-29-DI05) This project is being funded from the American Recovery and Reinvestment Act of 2009. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RA-0044 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment, as necessary, of the Confederate Monument in Finn's Point National Cemetery, Ft. Mott Road, Salem, New Jersey 08079, in accordance with the project deliverables and tasks. Constructed in 1910, the Confederate Monument is an 85 foot tall marble obelisk and pedestal, set upon a 21 foot square base. Attached to the pedestal are bronze inscription plaques. The monument is located upon an earthen mound. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are equal to price. CONTRACT DURATION: Performance period is approximately 60 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request For Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on July 23, 2009. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
