Description
SF 1449 ATTACHMENT 1 DRAWING 2 DRAWING 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number DTNH22-09-Q-00071 applies and is being issued as a Request for Quote (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-33. Competition for this requirement is “full and open.” The NAICS Code is 541380. The National Highway Traffic Safety Administration (NHTSA), Vehicle Research and Test Center (VRTC) has a requirement for a quantity of (1) Ejection Mitigation Impactor Assembly which includes a propulsion system. This system shall be used to conduct tests on light passenger vehicles to assess the side window ejection mitigation performance of those vehicles. The impactor consists of a moving impactor mechanism, bearings, and bearing housing structure. The moving impactor mechanism includes a headform mounted on one end. The following are the minimum specifications of the Ejection Mitigation Impactor: a.The moving impactor mechanism must have a mass of 18 kg (±0.2 kg). Also indicate whether the moving impactor mechanism can be weighted to 26 kg. b.The headform must conform to the specifications contained in drawing numbers ATD-7304, ATD-7305, and ATD-7306 (see DRAWING #1). c.When mounted for testing with an appropriate support frame, the moving impactor mechanism must be capable of being positioned to strike targets in the side window areas on production vehicles, where the impact direction is interior to exterior and lateral to the vehicle. To achieve these impact locations, the vehicle must not be permanently damaged. Opposite side doors and windows, as well as removable interior components (e.g. seats, center console, steering wheel), may be removed. The required targets are illustrated in DRAWING # 2. d.The ejection mitigation impactor must have sufficient available stroke to allow the moving impactor mechanism to extend at least 150 millimeters beyond the plane of the vehicle side window, when tested through deployed air curtains of current production vehicles. e.The ejection mitigation impactor must be capable of measuring the displacement of the moving impactor mechanism throughout the entire stroke, with an accuracy of ± 2 millimeters. f.The maximum radial deflection of the ejection mitigation impactor must not exceed 10 millimeters. ATTACHMENT #1 contains the procedures for determining the maximum radial deflection. g.The maximum dynamic coefficient of friction of the ejection mitigation impactor must not exceed 0.25. ATTACHMENT #1 contains the procedures for determining the maximum dynamic coefficient of friction. h.The moving impactor mechanism must be designed for use at peak velocities between 15 km/h and 25 km/h, with a tolerance within the range of ± 0.25 km/h (±0.15 km/h or less is preferred). i.When used with an appropriate propulsion system, the time from the signal to deploy the air curtain to the peak velocity of the moving impactor mechanism must not exceed 100 milliseconds for any velocity within the range of 15 km/h to 25 km/h. These velocities must also be achieved prior to the impactor making contact with deployed air curtains of current production vehicles and with sufficient remaining impactor stroke to achieve the specification in d. NOTE: Adherence to the radial deflection and coefficient of friction requirements is not required when the moving impactor mass is weighted to 26 kg, but it is preferred j.The impactor must have the built-in capability to stop the 18 kg moving impactor mechanism if no target is impacted, from a velocity of 25 km/h and without damage to the impactor, propulsion system, or support frame. Damage to an inexpensive, easily replaceable, energy-absorbing element specifically designed for this purpose is permissible. The following are the minimum specifications of the Propulsion System: a.The propulsion system must be designed to operate in conjunction with the ejection mitigation impactor. b.The propulsion system must have the capacity to accelerate a mass of 18 kg to peak velocities between 15 km/h and 25 km/h with a tolerance within the range of ±0.25 km/h (± 0.15 km/h or less is preferred). If the moving impactor mechanism can be weighted to 26 kg, indicate if the propulsion system has the capacity to accelerate that mass to peak velocities between 15 km/h and 22 km/h. c.The time from the signal to deploy the air curtain to the peak velocity of the moving impactor mechanism must not exceed 100 milliseconds for any velocity within the range of 15 km/h to 25 km/h. These velocities must also be achieved prior to the impactor making contact with deployed air curtains of current production vehicles and with sufficient remaining impactor stroke to achieve the Ejection Mitigation Impactor specification “d”. d.The control system must have the capability for the operator to control the energizing of the propulsion system to achieve pre-determined impacts velocities within the range and tolerance described in b. e.The control system must have the capability to send signals to deploy an air curtain, fire the impactor, and activate a data acquisition system, in the proper sequence, with one action by the operator (e.g. pushing one button). Indicate if the system is capable of sending signals, in the proper sequence to activate other equipment. f.The control system must have the capability to fire the impactor at a pre-determined delay time after the air curtain is deployed. The capability to set delay times within the range of 0 seconds to 7 seconds in 100 ms increments is required, but the capability for setting a longer delay time is preferred. The Government may consider the following optional equipment to facilitate use of this impactor: 1.A support frame with the following minimum requirements: a.Be designed to work in conjunction with the proposed ejection mitigation impactor with propulsion system. b.When used with the ejection mitigation impactor, the frame must allow the moving impactor mechanism to be positioned to strike targets in the side window areas on production vehicles, where the impact direction is interior to exterior and lateral to the vehicle. To achieve these impact locations, the vehicle must not be permanently damaged. Opposite side doors and windows, as well as removable interior components (e.g. seats, center console, steering wheel), may be removed. The required targets are illustrated in DRAWING #2. c.The support frame must provide adjustment of the ejection mitigation impactor in the vertical direction, to allow for targeting. The required minimum range of adjustment is 1.2 to 1.9 meters from the center of the headform to the floor, and the minimum increment for this adjustment is 3 millimeters. If the requirements for adjustment range and/or increment cannot be met, please provide what adjustment range is possible. d.The support frame must provide adjustment of the ejection mitigation impactor in the vehicle lateral direction (i.e. in the direction of moving impactor mechanism motion), to allow for final positioning of the headform. The required minimum adjustment is 150 millimeters, and the minimum increment for this adjustment is 5 millimeters. If the minimum requirements for adjustment range and/or increment cannot be met, provide proposed system capabilities. e.When the ejection mitigation impactor assembly is used in conjunction with the the support frame, it must have a vertical radial deflection of no more than 15 millimeters (i.e. +Z direction in Attachment #1). f.When the headform is fired at 24 km/h, point P must remain within cylinder C from the position at which the moving impactor mechanism achieves peak velocity to the position 100 millimeters beyond the position of peak velocity. (Note: Point P is the geometric center of the headform on the outer surface of the headform, and cylinder C is a 20-millimeter diameter cylinder, centered on point P and parallel to the headform’s direction of motion). This requirement is illustrated in DRAWING #2. If the 20-millimeter requirement cannot be met, please provide the performance information for the proposed assembly. 2.Data Acquisition System (DAS) - DAS is not required as part of the ejection impactor with propulsion system base purchase. If the option of a DAS is proposed, include the performance specifications of the DAS. 3.Energy Source – An energy source is not required as part of the ejection impactor with propulsion system base purchase (e.g. pressurized gas, hydraulic pump, etc.). If, however, the energy source required for use with the proposed propulsion system is other than standard compressed gas cylinders, provide a description of the energy source needed. If the option of an energy source is proposed, include the performance specifications of the energy system. 4.Additional Instrumentation, Components or Capabilities– Additional components may be proposed. For each optional component proposed, include detailed description and capabilities. 5.Installation and/or Training – If specific contractor provided installation or training is proposed as an option, include detailed description and schedule. The Government requires delivery within 90 calendar days after contract award. Accelerated delivery is preferred and will be evaluated higher. This requirement shall be quoted FOB Destination. Quotations must contain the following: 1) Original and one copy of a completed SF 1449, signed by an individual authorized to bind the organization; 2) Price – a price for the ejection mitigation impactor with propulsion system shall be submitted Separate line-item pricing shall be submitted for any optional equipment proposed. If a separate price is available for the propulsion system, provide line-item pricing for all components. As applicable, any proposed discount shall be identified; 3) Detailed technical description of the equipment proposed, both required and optional. Any deviation from the stated specification shall be described in enough detail to allow evaluation of its ability to meet the stated requirement; 4) Proposed Delivery Schedule - confirmation that delivery can be made within the stated required delivery time or the delivery schedule proposed; 5) Brief history of experience by the company in manufacturing this or other similar impactor systems with integrated propulsion systems; 6) Warranty terms for the proposed equipment – required and optional equipment; 7) Name of and signature of an authorized company representative along with e-mail address, telephone and fax number; 8) A completed copy of FAR 52.212-3 Offeror Representations and Certifications – Commercial Items must be submitted along with the Offeror’s quote or Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. If any exceptions or assumptions are taken by a contractor with regard to any aspect of this RFQ, they should be so stated in the quote. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors – Commercial Items; 52.212-2 Evaluation – Commercial Items. The government may award a purchase order resulting from this RFQ to the responsible contractor whose quote, conforming to the RFQ will be most advantageous to the Government, price and other factors considered. This requirement will be awarded to the low price technically acceptable (LPTA) offeror for the ejection mitigation impactor with propulsion system. Optional equipment purchases shall not be considered in the evaluation. For evaluation of Past Performance, the offeror must provide at least two references for contracts/purchase orders of similar products within the last three (3) years. Each reference must include customer’s name and address, contact person, date of performance, telephone number and contract value. If the offeror has no Past Performance information, then it will be rated on its ability to meet the technical specification, delivery schedule, and on price. FAR 52.212-4, Contract Terms and Conditions - Commercial Items apply.
