- PreAward Synopsis M67854-09-R-1133 Marine Corps Transparent Armor Gun Shield (MCTAGS) The Marine Corps Systems Command (MCSC), PG-13 Infantry Weapons Systems (IWS), PM-135, Optics and Non-Lethal Systems (ONS) currently intends to procure on a sole source basis with BAE Systems, 1205 Coleman Ave, Santa Clara, CA to study the feasibility of improving the Marine Corps Transparent Armor Gun Shield (MCTAGS) in accordance with (IAW) FAR 6.302-1 (a) (2), "Only One responsible source and no other supplies or services will satisfy agency requirements." The purpose of this notice is to make the public aware of the Marine Corps Systems Command intent to solicit a sole source proposal and award. On 20 July 2005, contract M67854-05-C-6016 was awarded to BAE Systems, Santa Clara, CA for the design, integration, and production of the MCTAGS. The MCTAGS has replaced the Gunner's Protection Kit (GPK) on most MarinesCorps' up-armored vehicles. The reason justifying other than full and open competition is that BAE Systems is the sole manufacturer of the MCTAGS and the mounting interface required to install the MCTAGS on various Marine Corps up-armored combat vehicles. BAE also designed and manufactured the bracket kit that will mount the VENOMT Non-Lethal/Tube Launched Munition System (NL/TLMS) to the MCTAGS. The NL/TLMS is a 40 mm, three-bank launching system that fires 30 rounds of non-lethal primed munitions. The NL/TLMS will provide the Marine Expeditionary Forces the ability to deliver a high volume of non-lethal fire at designated ranges, both day and night, to enhance force protection at Vehicle Check Points (VCP) and during convoy security operations. This is not a formal solicitation; furthermore, this synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
