Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 6160,is currently conducting research and development for an affordable, high energy density, electrochemical double layer capacitors (EDLC). In this effort, NSWCCD has the need for engineering support services in the research and development of Surface Characterization & Investigation of Carbon Materials for Electrochemical Double Layer Capacitors. For this requirement, NSWCCD intends to negotiate a non-competitive procurement with the University of Massachusetts, Boston, MA., for the services of Professor Deyang Qu. Professor Qu will provide support to NSWCCD personnel in their efforts to develop affordable, high energy density,electrochemical double layer capacitors (EDLC).Professor Qu has performed EDLC research for NSWCCD in the past and this current requirement will be a continuation of those previous efforts. This past experience provides Professor Qu with a unique knowledge and understanding of the program and has allowed him to master the techniques required to successfully complete the required tasks.Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
