- RECOVERY - This project will be partially or wholly funded under the American Recovery and Reconstruction Act of 2009 (http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=111_cong_bills&docid=f:h1enr.pdf). Interested offerors are encouraged to review the required clauses and reporting requirements for projects funded under the Act. These documents can be found in the Federal Acquisition Regulation (http://farsite.hill.af.mil or http://www.acquisition.gov/far), current Federal Acquisition circulars (http://www.arnet.gov/far/fac.html) and at the Recovery.gov website. It is anticipated that the award will be 100% set-aside for competitive HubZone firms as there are two or more qualified offerors under the NAICS code that could offer bids. The Product Service Code is: Z222 Anticipated Contract Type: Competitive HubZone and Firm Fixed Price The Forest Service intends to issue a solicitation for this project using FAR Part 14 procedures for sealed bidding. The solicitation package for this project should be available approximately July 6, 2009 and will be posted on the FEDBIZOPPS website, which will contain all information necessary to formulate and submit a responsive bid. A pre-bid meeting is expected, but a firm date has not yet been established. The project cost estimate is between $250,000 and $500,000. Performance and Payment Bonds will be required per the Miller Act and Davis-Bacon wage rates will apply. All responsible sources may submit a response which must be timely received to be considered for award by the U.S. Forest Service. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award. Bidders may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http:www.ccr.gov//. Brief Description of Work: The intent of the contract is to reconstruct 13 roads in the Haugan and DeBorgia, MT area on the Superior Ranger District, Lolo National Forest. The proposed work is in conjuction with the DeBaugan Helo Stewardship project. This project must be completed prior to hauling timber. One fish barrier arch culvert will be replaced on West Fork Twin Creek on Forest Service Road #7758 at mile post 1.10. The contractor is responsible for furnishing a 112 inch span, 75 inch rise and 58 feet long arch culvert. This project includes, but is not limited to, constructing sediment retention barriers, removing and installing culverts, removing and installing belted cross drains, constructing and reconstructing drainage dips, reconstructing catch basins, brushing, haul and place riprap, road reconditioning, screening and placing major aggregate courses, cleaning culverts, clearing and grubbing, and seeding. No formal pre-bid conference is scheduled. It is estimated that work will begin upon award in 2009. Requirement of in-stream work is only permitted from July 15 to Sept. 1. If in-stream work is started in 2009, then it shall be completed by Sept. 1, 2009, and associated road work by Sept. 1, 2010. All work items must be completed by Sept. 1, 2010.
