Description
The Agency for Healthcare Research and Quality (AHRQ) of the US Department of Health and Human Services (DHHS) will be soliciting proposals from potential service-disabled veteran owned small businesses that can provide AHRQ with Program Management Support. For the purpose of this requirement, AHRQ is seeking potential sources from qualified service-disabled veteren owned businesses under the North American Industry Classification (NAICS) Code 541611. The AHRQ accomplishes its mission by ensuring that its customers have access to information and services needed to protect and improve the nation's health. IT systems and the data contained within them are critical assets that support AHRQ's national mission. AHRQ wishes to acquire a commercial business partner that is able to support the Agency's system and application requirements. This IT leadership partner must be capable of providing the following services, included, but not limited to: * Quickly adopting and implementing rapidly changing standards set by legislation, HHS, and AHRQ; * Utilizing industry recognized frameworks, standards and best practices to manage technology and implement changes; * Providing IT portfolio management; * Providing for the confidentiality, integrity and availability of AHRQ information assets; * Performing technology evaluation and feasibility studies; * Providing [rocess re-engineering capabilities; * Performing business, requirements and systems analysis; * Contributing to system and enterprise architecture design; * Providing IT Security and CIO support to include business risk assessments, electronic commerce and E-Government services, capital planning and investment control (CPIC) support, and legislative, Office of Management and Budget (OMB) and Departmental directive implementation. The contractor will be responsible for addressing the needs of AHRQ's Office of Performance, Accountability, Resources, and Technology (OPART) Information Technology (IT), in regards to the following tasks: Task 1) Program Management Office (PMO) Support, Task 2) Information Security and Privacy Program Support, Task 3) AHRQ Chief Information Office (CIO) Support, Task 4) Infrastructive Support, and, Task 5) Internal Project Management. Due to the need for immediate response and on-site support, the contractor must be located within a 50-mile radius of the Washington, DC Metropolitan area. Contractor must be in compliance with applicable Automated Information Systems (AIS) security policies. Contractor employees assigned in AIS-related positions must comply with the DHHS and AHRQ criteria for assigning position sensitivity designations. These designations will be determined by the AHRQ Information Systems Security Officer and the AHRQ Project Officer. Contractor employees assigned to a Level 6C (High Risk) position will be subject to a Background Investigation (BI). Contractor employees assigned to a Level 5C (Moderate Risk) position, with no previous investigation and approval must undergo a National Agency Check and Inquiry Investigation plus a Credit Check (NACIC), or possibly a Limited Background Investigation (LBI). Contractor employees assigned to a Level 1C position (Low Risk or Non-Sensitive) must be subject to a National Agency Check and Inquiry Investigation (NACI). The Government assumes no responsibilities for the cost associated with the background checks. For informational purposes, the following is provided: The Government anticipates the period of performance shall be for a three (3) year base period with two (2) one (1) year options from date of award. In addition to the solicitation being available on this site, it will be available for downloading from the internet on AHRQ's site at http://ahrq.gov. Once on AHRQ's homepage, go to "Funding Opportunities" then to "Contracts" and then to "Request for Proposal (RFP)." It is the offerors responsibility to monitor this site for release of the solicitation/RFP, download their own copy of the solicitation, and to monitor this site for any subsequent amendments. It is estimated that the solicitation will be issued on/about August 3, 2009, with proposals due September 3, 2009. Any questions regarding this synopsis must be received by the AHRQ Contracts Office no later than 12:00 noon on July 23, 2009.
