Description
COMBINED SYNOPSIS/SOLICITATION FSM-45PM Polarization Maintaining Fiber Splicer Kit (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NB815030-9-16218SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 334515. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 0001 - Brand Name or Equal to FSM-45PM Polarization Maintaining Fiber Splicer Kit Model #S014339 (VI) Description of requirements is as follows: CLIN 0001 - Brand Name or Equal to FSM-45PM Polarization Maintaining Fiber Splicer Kit Model #S014339 (includes Splicer V-Groove Cleaning Kit and SpliceLab Research and Development Software) The following are specifications: 1. A requirement for this purchase is a Fiber fusion splicer using active core alignment and capable of splicing polarization maintaining (PM) fiber as well as different types of doped and specialty fibers. This fiber splicer will allow for development of a number of different fiber-based cw lasers, pulsed lasers, frequency combs and fiber systems which will be used as part of our effort to develop high repetition rate, low phase noise fiber-based systems to support the NIST IMS on precision timing and low phase noise microwave sources. 2. Fiber splicers are often temperamental. For proper and continued operation they require flexibility in their programming, care and cleaning by the user, and support from the manufacturer both in terms of software, upkeep, and new parts. Therefore, a significant factor in choosing our splicer is that we purchase it from an established splicer manufacturer with a solid history of developing splicers and with the expectation of continued support after the purchase of the splicer. 3. In order to develop high repetition rate lasers, NIST will need to make short cavities. The splice length is therefore often a limiting factor. A non-PM splicer can provide ~ 3 cm long splices. A PM splicer will have longer splices, but we need to keep this length to a minimum. 4. Reliable, high-quality splicing 5. Ability to make short splices (VII) Place of delivery is FOB Destination to NIST, 325 Broadway, Bldg 22 Boulder, CO 80305. Required delivery is no later than 3 weeks after receipt of order; offerors shall state offered delivery ARO. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide the brand name of an "equal" product and ability to provide products, offers are instructed to provide specifications of the product requirements as listed in paragraphs (V) and (VI). (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: Offers will be evaluated based on meeting the specifications set forth in paragraphs (V) and (VI), delivery date, capability statement and/or past performance references and price. Award will be made based to the Contractor whose quote offers the best value to the Government, price and other factors considered. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (July 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition.
