Description
The United States Environmental Protection Agency (EPA), Office of Water (OW), Office of Science and Technology (OST), Health and Ecological Criteria Division (HECD) has a requirement entitled, "Technical and Regulatory Support for the Development of Criteria for Water Media (Toxicology Emphasis)." This requirement will assist the EPA in its responsibilities under the Clean Water Act to protect the chemical, physical, and biological integrity of the nation's waters. The successful contractor will be required to provide technical and regulatory support services to the Health and Ecological Criteria Division (HECD) in OST for the development of human health criteria, health advisories, maximum contaminant level goals, and pollutant limits. Activities in support of this contract may include the following: Scientific/Technical Support: Conducting literature search and literature reviews; conducting hazard, exposure and risk assessments; performing statistical analyses; evaluating pollutants selected for review by the United States Environmental Protection Agency (EPA); assessing the potential impact of criteria on sensitive populations. Documentation Support: Preparing criteria documents; preparing health advisories, preparing technical guidance documents, preparing technical support documents for regulatory requirements; preparing the index of references for proposed and final regulations; summarizing comments on proposed regulations; and arranging and conducting workshops. This procurement will be issued as a small business set-a-side. It is anticipated that the contract will be a Performance Based Service Contract (PBSC), Cost Plus Fixed Fee (CPFF) starting May 2010 with a one year Base Period and four additional Optional Periods of 12 months each. It is anticipated that the Base Period will consist of 6,250 hours with an additional 6,250 hours in quantity options. Each additional Option Period Level of Effort including Quantity Options will be 12,500 total hours per Option Period. The applicable NAICS code is 541690 with a size standard of $7,000,000. Although the agency is still evaluating the Conflict of Interest Plan for this requirement, it is anticipated that the following sources will need to develop a strategy for avoiding, neutralizing, or mitigating such conflicts through the solicitation process, and after contract award, as provided for in the Federal Acquisition Regulation (FAR), SubPart 9.5: all firms that own, operate, or invest in water treatment chemical producers/importers, pesticides and agriculture product producers/importers, waste management/waste disposal firms,, firms which could potentially contaminate water bodies, or whether it is performing any work that potentially conflicts with work under this contract for EPA or other Government agencies. It is estimated that the solicitation will be available on or around August 13, 2009 and that proposals will be requested in 45 days after issuance of the solicitation. All responsible sources that submit a proposal will be considered by the agency. A copy of the Performance Work Statement will be included as an attachment to the solicitation.
