Description
The U.S. Fish and Wildlife Service (FWS) Region 5 is soliciting qualified contractors for the construction of a paved bicycle trail starting at the existing parking lot at Eastern Shore of Virginia National Wildlife Refuge located in Cape Charles, VA and terminating at a parking lot at Cedar Grove Drive (Route 645) and Route 13 (Lanford Highway). The bicycle trail is 10 feet wide and approximately 2.5 miles long, located within a former railroad right-of-way that runs paralled to Route 13 (Lanford Highway). The project includes clearing and grubbing, construction of a bituminous concrete bicycle trail and parking lot, signage, storm water management, erosion control, striping and marking and landscaping. This solicitation will use a multi-step technical evaluation/proposal process as outlined in the Federal Acquisition Regulation (FAR), Part 15. The contract award will be based on a "Best Value Continuum". The estimated magnitude of the project is between $500,000 and $1,000,000. The NAICS is 237990. The procurement is unrestricted. The first step in the process is the technical evaluation. Interested firms shall submit in writing their qualifications based on listed requirements below. Those determined qualified will be asked to submit a cost proposal (step two) in accordance with FAR 15.203. Interested firms shall present a minimum of five (5) similar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Completion date; and 6) Client name, address, email address, and phone number. Qualification factors used for the evaluation of firms shall be: 1) Past performance (40%); 2) Multi-discipline experience in working similar projects in the geographic area (25%); 3) Ability to provide projects on time and within budget (25%); 4) Small business subcontracting approach to the project (10%). Firms desiring consideration should submit two (2) copies of their qualifications and all other appropriate information as described above to U.S. FISH AND WILDLIFE SERVICE, 300 WESTGATE CENTER DRIVE, HADLEY, MA 01035-9589, ATTN: MARSHA BROWNING, CONTRACT SPECIALIST, NOT LATER THAN JULY 31, 2009.
