- Description
- The Department of Energy (DOE) Office of Acquisition and Assistanceisannouncing its intent to issue a modification under the authority of FAR6.302-1 for a sole-source acquisition to NAC International, 3930 East Jones Bridge Road, Norcross, GA 30092. Work being accomplished includes a PostIrradiation Evaluation (PIE) shipment of three (3) irradiated TritiumProducingBurnable Absorber Rods (TPBARS) from the Tennessee Valley Authority (TVA)WattsBar (WBN) reactor to the DOE Idaho National Laboratory (INL) (1 TPBAR) andtothe Pacific Northwest National Laboratory (PNNL) (2 TPBARS). NAC isrequestedto have a cask available for the shipment from the WBN site by December2009.In addition, approximately 2 months after the 1 TPBAR is examined at DOEINL,the 1 TPBAR will be shipped to PNNL. DOE-Office of Secure Transportation(OST)will not be involved in the PIE shipment, hence the NAC will be required to perform all aspects of the PIE shipment including performing allpreparationwork (which includes preparing the cask amendment for the NRC, doing thecaskinsert design, doing the cask reconfiguration, fabricating the cask insert,NRCfees, and cask lease costs), site support at the three locations involved(TVAloading, INL loading and unloading, and PNNL unloading); and thetransportationof rods (transportation management, transportation and security plans,routeassessment and approval, carrier costs; NRC fees; communication centerstaffing, and state escort charges (where applicable). An irradiated TPBARisapproximately 154.15 inches in length. This requirement is identified byreference number DE-AC02-03DP00354 Modification A022. NAICS Code 484121applies. Size standard is $25,500,000.00. Interested parties may identify their interest and capability to respond to the requirement or submitproposals. Interested parties are required to have an Nuclear RegulatoryCommision (NRC)-approved type B canister (for transporting TPBARs) and beableto provide transportation services within the United States; if theinterestedparty does not have an NRC-approved canister, the interested party shallprovide the estimated length of time required to obtain a Certifcite ofCompetency (CoC) from the NRC. Proposals shall include a summary of theestimated costs for this shipment including the number of required caskleasedays, number of support hours required, and any other associated supportcoststhat will be required. This notice of intent is not a request forcompetitiveproposals. However, all proposals by the designated response date will beconsidered by the Government. A determination by the Government not tocompetethis proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received willnormally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement.
